About The Position

Under the general supervision of the Director or designee, this position is responsible for supporting the financial operations of the Department of Health’s Project Management and Capital Projects Division. The incumbent works closely with a team of accountants, auditors, and other financial professionals to ensure that all fiscal transactions are properly recorded and reported in accordance with government regulations and government policies. The Jr. Financial Analyst also helps develop and implement new strategies to improve the efficiency or effectiveness of the department/agencies' financial processes to include new accounting software systems to reorganize department’s interactions, planning and managing capital improvement projects related to infrastructure or facility projects in the Department of Health’s Project Management and Capital Projects Division. This position requires a confidential relationship with a policymaker.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in Business Administration, Accounting, Engineering, Construction Management, Project Management, or a closely related field.
  • Any equivalent combination of training, education, and experience in accounting, finance, business services, grant management systems, or payment processing on capital projects, not below a high school diploma or its equivalent.
  • Knowledge of federal laws related to grant awards and capital improvement and projects.
  • Knowledge of basic governmental operations.
  • Knowledge of project management principles and practices.
  • Skill in interpreting and comprehending highly technical projects.
  • Skill in managing contracts.
  • Skill in providing customer service.
  • Skill in communicating effectively with a variety of individuals on multiple platforms.
  • Skill in computer programs and software applications including Microsoft Word, Excel, PowerPoint, Project, SharePoint, Teams, and Outlook.
  • Skill in oral and written communication skills.
  • Ability to analyze and evaluate the relevance and importance of theories, concepts, and principles.
  • Ability to apply independent judgment, personal discretion, and resourcefulness to interpret and apply guidelines.
  • Ability to manage large-scale, complex projects.
  • Ability to read and comprehend highly technical or specialized scopes of work.

Nice To Haves

  • Skill in using project management systems, cost estimating on capital projects and experience with cost estimating software preferred.

Responsibilities

  • Provides financial support regarding planning, budgeting, forecasting future cash flow needs, and identifying and reporting potential problems that may arise from changes in regulations or economic conditions.
  • Provides assistance with analyzing current financial trends to identify potential areas of concern that may require further investigation.
  • Provides assistance with the preparation of reports for senior financial analyst regarding financial activities within the department or organization.
  • Provides assistance with the preparation of reports for senior executives regarding financial activities within the company or organization.
  • Works closely with VITEMA, ODR, DOF, DPW, and other governmental agencies/contractors as to monitor, approve, and process payments.
  • Reviews financial statements and other accounting records to identify errors or irregularities that may need to be investigated and reported.
  • Performs internal audits of the organization’s financial records to ensure compliance with local and federal laws and regulations.
  • Recommends process improvement changes to senior financial analyst in reference to accounting procedures to improve efficiency.
  • Performs other related duties as assigned.
