About The Position

The Judicial Branch is a state-funded Branch of Government that offers medical/dental/vision, $20,000 free basic life insurance, state-matched 156% retirement plan, 13 paid holidays, earned paid vacation and sick leave, tuition reimbursement and more. The Administrative Office of the Courts and Probation is taking applications for a full-time Chief Information Officer. The person in this position will work under general direction of the State Court Administrator, and in consultation with the Nebraska Supreme Court and the State Probation Administrator, performing oversight for developing long-range plans and programs related to overall policy directions and organizational goals and will oversee the development, integration, and maintenance of the Judicial Branch’s statewide complex information technology systems. Responsible for overall vision, goals, and objectives for information technology and network systems for the Judicial Branch. Develop high level processes and data models to support Judicial Branch’s information technology needs and determine the impact of information technology decisions on the organizational structure and delivery of services. Must ensure a coordinated, efficient, and cost-effective approach is taken on Judicial Branch wide deployment of technology, through meetings with the Nebraska Supreme Court, Court Administrator, Probation Administrator, other key Judicial Branch personnel and stakeholders. Work is performed with considerable latitude for the exercise of independent judgment to ensure all within the Judicial Branch are able to focus on core duties rather than technology deployment. Must have the ability and availability to perform work related travel for up to 25% of the time.

Requirements

Graduation from college or university with a MASTERS DEGREE or Bachelor’s Degree with 8 years of experience in the field, with major course work in Information Systems Management, computer science, public administration, business management, political science, or criminal justice
Six(6) years professional level experience in information technology, project management, system modeling and design, data base administration or systems analysis and operations, INCLUDING four(4) years in supervisory capacity
Demonstrated knowledge in program or project management methods
Sound knowledge of technology and justice area
Ability to work effectively with a variety of constituents
Considerable experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in personnel management, budgeting, and procurement.
Technical depth regarding software development, coding languages, development methods and environments
General understanding of network security
General understanding of the importance in the link between MIS and data generation
Knowledge of computers and electronics

Nice To Haves

Knowledge of the Nebraska court system and previous experience working with Nebraska Courts is desired.

Responsibilities

Supervises staff to include: prioritizing, assigning and scheduling work; conducting performance evaluations; ensuring staff are educated; ensuring that employees follow policies and procedures, and maintain a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
Plans, develops, prioritizes, and directs implementation of branch level activities and processes to ensure that branch objectives and services are successful.
Ensures compliance with state and federal laws and provides detailed interpretation of federal mandates in regulatory situations; ensures mandated compliance within the branch.
Maintains all Judicial Branch IT records and prepares reports; prepares the IT division’s budget and assists in all fiscal matters.
Attends administrative meetings and educational programs relating to the branch; participates in meetings and presents the IT view in particular subject areas.
Provides liaison between branch and other governmental units; participates in public relations and assistance including field inspections.
Supervises and assists IT research programs in collecting information relative to branch IT needs.
Prepares work proposals, maintains branch’s adherence to administrative directives and policies; participates in interbranch review to integrate the goals and programs with the entire Judicial Branch.
