About The Position

Journeymen Cost Estimator supporting the Aerial Networks Division (AFLCMC/HNA), which is within the Cyber and Networks Directorate, located at Hanscom AFB in Bedford Massachusetts. This role involves managing, overseeing/leading, or performing scientific work related to designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques to analyze management problems and provide insights on the probable effects of alternative solutions. The position requires the use of routine cost estimating methods and assessing the impact of various factors on the costs of weapon systems throughout their lifecycle. It also involves analyzing contractor financial data using Earned Value Management (EVM) measures and ensuring compliance with all relevant cost estimating guidance.

Requirements

Bachelor’s or master’s degree in a related field and at least three years of experience in the respective technical / professional discipline being performed, three of which must be in the DoD.
OR, seven years of directly related experience with proper certifications as described in the PWS labor category performance requirements, five of which must be in the DoD.
Experience using the Automated Cost Estimating Integrated Tools (ACEIT) Tool Suite to perform government program office estimates and analyses.
Must have and be able to maintain a Secret clearance.

Responsibilities

Manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques.
Analyze management problems and provide advice and insight about the probable effects of alternative solutions.
Use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.
Use of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system.
Determine the most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs.
Analyze all elements affecting costs for a project of limited scope.
Analyze Contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance.
Use of the Automated Cost Estimating Integrated Tools (ACEIT) Suite to perform all program office estimates and analyzes is mandatory use for working in the C3I&N Directorate (AFLCMC/HN) for all cost analysis positions.
Employ analytical processes, such as setting up the problem, conducting background research, collecting and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions.
Ensure compliance with all cost estimating guidance including the appropriate DoD, Air Force, AFMC, AFLCMC, or lower-level policy, publications, supplements, manuals, etc., as well as applicable documents and regulations, systems, processes, and guides, as required.
