About The Position

Apogee Solutions, a Woman-Owned Small Business, is seeking a full-time Joint Training Requirements Specialist (JTRS) to support the National Guard at Joint Base McGuire-Dix-Lakehurst (JBMDL), NJ. Qualified candidates must be a U.S. Citizen able to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI) to maintain a SECRET security clearance. The Joint Training Requirements Specialist (JTRS) conducts Joint Force Headquarters (JFHQ)-State support visits to provide Joint training services, including preparing and conducting workshops and/or developing training to improve or enhance focus area for Joint training readiness. The JTRS will serve as an Observer, Controller, Trainer (OC/T) during exercises or training events, participating in planning meetings (Concept Development Meeting (CDM), Initial Planning Meeting (IPM), Mid Planning Meeting (MPM), and Final Planning Meeting (FPM)) to support the overall scenario and exercise objectives. The JTRS will visit directed JFHQs-State/territory, and assist in the review of training plans and readiness progress with staffs, while supporting, implementing and sustaining to identify the Joint Training System (JTS) gaps and developing a customized training plan for each JFHQ-State/territory to successfully implement and sustain the JTS Phases I-IV processes (Requirements, Planning, Execution, and Assessment). The JTRS will develop Mission Training Assessments (MTA) supporting Joint Mission Essential Task (JMET) development, reviewing JFHQ-State/territory Joint Training Plans (JTP) to ensure the training plans are doctrinally correct and adhere to CJCS and NGB guidance, policies, and directives. The JTRS will conduct training workshops and provide guidance and expert advice on the applications and operations of classified (SECRET) and (UNCLASSIFIED) versions of training management and reporting systems, including the JTS Phases I-IV, Defense Readiness Reporting System (DRRS), Joint Mission Essential Task List (JMETL) update in DRRS, Joint Lessons Learned Information System (JLLIS), and Joint Event Life Cycle (JELC). The JTRS will prepare a baseline or updated JTP process tailored to the internal needs of the command/organization and build upon the commander’s/director’s training guidance developed during the JTS Requirements Phase, consolidating inputs from staff personnel and drafting the JTP for JFHQ Commander/Director review.

Requirements

  • U.S. Citizen with the ability to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI)
  • An Associate’s Degree or equivalent experience
  • 5+ years of Joint Training experience
  • 5+ years experience in a National Guard, staff, or headquarters
  • 3 years experience in demonstrated expertise in operational planning and executing combined exercises
  • 3 years experience in demonstrated expertise in operational planning and executing combined and joint operations at the theater or force component level
  • 3 years experience in JTIMS as an expert user to include JMSEL Tool
  • 3 years experience in operational plans, contingency plans, crisis action planning (unit or HQ level)
  • 1 year of experience using the Universal Joint Task List (UJTL) Task Development Tool
  • Expert knowledge of the Joint Training System and Joint Doctrine
  • Expert knowledge of the National Guard Bureau, Guard missions, and subordinate organizations
  • Ability to operate in a virtual environment (i.e., conducting meetings via Microsoft Teams or similar tools)
  • Ability to operate with limited daily guidance and supervision; expertise in advanced management and organizational skills
  • Expertise in oral and written communication
  • Outstanding communication skills, influencing abilities, and client focus
  • Demonstrated proficiency in using all Microsoft Office applications

Responsibilities

  • Prepare and conduct workshops and/or developing training to improve or enhance focus area for Joint training readiness.
  • Demonstrate high level of competence with all phases of the JTS training; requirements, planning, execution and assessment for successful JTS integration.
  • Serve as an Observer, Controller, Trainer (OC/T) during exercises or training events
  • Support the execution of state or territory hosted training exercises or events
  • Develop Mission Training Assessments (MTA), supporting JMET development
  • Update and complete JTPs, develop training objectives (TO), and Training Performance Assessments (TPA)
  • Support JELC development.
  • Use the JTS and JELC process to support JFHQs in designing, planning, preparing, executing and evaluating Joint training events
  • Support the development of JFHQs-State/territory Joint Training Plans.
  • Assist in supporting Joint Staff Subordinate Organizations in the development of Joint/Agency Mission Essential Task Lists (J/AMETL), state/territory specific tasks based upon JFHQ Commander’s assessment. J/AMETL tasks are used in determining training assessments.
  • Support organizations such as Homeland Response Forces (HRF), Chemical, Biological, Radiological, Nuclear Responses Force–Package (CERFP), and Weapons of Mass Destruction Civil Support Team (WMD-CST).
