About The Position

Amentum is seeking a dynamic Posture and Plans Analyst to provide research, planning and analysis support to the U.S. Indo-Pacific Command (USINDOPACOM) at Camp H.M. Smith, Hawaii. This role involves comprehensive and integrated analysis of plans, concepts, and assessments of all operational aspects of war plans and the operations, actions, and investments (OAIs) contributing to their overall synchronization. The analysis will inform adaptive planning, provide recommendations, and address gaps and shortfalls in current force posture and planning. The candidate will also support analysis that shapes theater assessments, plans assessment, and coordinating actions regarding CONPLAN/OPLAN/Posture Plan development. The position requires leveraging emerging technologies and tools for Posture planning, providing administrative and logistical support for J562 Posture Conferences and engagements, and acting as a J562 Action Officer. Responsibilities include conducting unclassified and classified research on operational concepts and plans, distilling research into actionable recommendations, assisting senior-level strategic planning and briefings, preparing formal papers and background information for USINDOPACOM senior leaders, and providing assistance on short timeline responses to policy and operational plans questions. The role also involves reviewing, assessing, compiling, and coordinating documentation for planning developments and requirements at the Geographical Combatant Command level, and preparing USINDOPACOM FOGO leadership for briefings to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD).

Requirements

  • Bachelor's Degree from an accredited college or university, or Graduation from a military command and staff college
  • At least 15 years of experience supporting the Department of Defense (DoD)
  • At least 3 years of experience in military operations
  • At least 3 years of experience working in military plans
  • At least 3 years of experience in a senior military staff office (Service HQ, Combatant Command, OSD, JS)
  • Knowledge of the Indo-Asia-Pacific region
  • Experience conducting research on a range of topics and functional areas
  • Experience in operational and/or strategic levels of DoD planning and/or execution
  • Excellent oral and written communication skills
  • Proficient at authoring analytical and/or policy documents
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans
  • Familiar with USINDOPACOM policy and strategy, USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests
  • Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials
  • Must have an active Top-Secret clearance with SCI eligibility.
  • US Citizenship is required to obtain a Top-Secret Clearance.

Nice To Haves

  • 10 or more years of experience in military plans
  • 5 years' experience working in the USINDOPACOM AOR
  • Graduate of the School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), School of Advanced Air and Space Studies (SAASS), Maritime Advanced Warfighting School (MAWS), Basic Strategic Art Program (BSAP), or Advanced Strategic Art Program (ASAP).
  • Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
  • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval.
  • Theater knowledge and advanced joint planning skills to shape and deliver the desired plans
  • Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials

Responsibilities

  • Support USINDOPACOM with a comprehensive and integrated analysis of plans, concepts, assessments of all operational aspects of war plans and the operations, action and investments (OAIs) contributing to their overall synchronization.
  • Inform adaptive planning and provide recommendations and address gaps and shortfalls in current force posture and planning.
  • Support analysis that shapes theater assessments, plans assessment, and coordinating actions regarding CONPLAN/OPLAN/Posture Plan development.
  • Demonstrate relevant technical skills to leverage emerging technologies and tools for Posture planning.
  • Provide administrative and logistical support for J562 Posture Conferences and engagements.
  • Act as an J562 Action Officer, providing necessary administrative, logistical, and technical support to the Branch, including ETMS2 management.
  • Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into actionable recommendations for posture planning.
  • Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption.
  • Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.
  • Review, assess, compile and coordinate documentation for planning developments and requirements at the Geographical Combatant Command level; preparing USINDOPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD).
