About The Position

RMGS, Inc. is currently recruiting a J39 Information Operations (IO) Subject Matter Expert in MacDill AFB, Florida. This position is contingent upon contract award. The role involves serving as a senior Information Operations (IO) planner and subject matter expert, supporting IO planning, synchronization, and execution. This includes conducting research, analysis, and planning to integrate Information Forces (IF) and effects into plans/operations. The position requires coordination with interagency and intelligence communities to support the development of plans, targets, and Concepts of Operations (CONOPs). It also involves integrating various command elements, including lower echelon units, service components, and cyberspace community entities, into planning to ensure cyber expertise and deconfliction with other planning efforts. Participation in Video Teleconferences (VTCs) and strategic planning efforts within USSOCOM and other DoD, Interagency (IA), and non-government Cyber Operations (CO), PSYOP, MILDEC Operations, and Influence Operations participants is expected. This includes course of action (COA) development, analysis, documentation, vetting, and presentation. The role requires drafting, coordinating, and documenting CO, CA, PSYOP, MILDEC, and Cyber Enabled Influence Operations strategies, plans, and planning documents. Providing iterative, written and oral inputs and recommendations, via briefings and point papers/talking points, for the development and refinement of SOCCENT CO, CA, PSYOP, MILDEC and other Influence Operations objectives, priorities, strategies, plans, and planning documents is also a key responsibility. The position requires utilizing knowledge of joint doctrine and joint planning concepts, including the Joint Operation Planning Process (JOPP) and Adaptive Planning and Execution (APEX) process, and applying operational art and operational design in the application of JOPP. Knowledge of joint military operations, including command and control (C2) processes and the military decision making process, is necessary. The role involves translating technical content and tactics, techniques, and procedures (TTPs) into high-level briefs, point papers, and talking papers, and drafting plans and facilitating the execution of CO, CA, PSYOP, and MILDEC operations. Applying senior-level experience and knowledge in CO, CA, PSYOP, and MILDEC operational planning and execution to develop recommendations concerning issues and problems facing SOCCENT, its subordinate entities, and external CO enterprises is crucial. The position requires drafting CONOPS, concept plans, operations orders, operations plans, fragmentary orders, execution orders, exercise directives, joint planning products, standard operating procedures, implementation plans, requirements definition and analysis, cyberspace operations TTPs, assessments, and other exercise or planning related products. Monitoring and reviewing strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and making recommendations to the Government to ensure compliance and consideration in planning efforts is part of the role. Creating and maintaining a database of CO, CA, PSYOP, and MILDEC operations and CO, CA, PSYOP, and MILDEC exercise planning TTPs, best practices, and lessons learned is required. Reviewing, analyzing, and making recommendations concerning operational requirements for intelligence products that support SOF cyberspace operations and inform intelligence-resourcing decisions is also a responsibility. Developing and maintaining an electronic resource, including key points of contact, for mission continuity accessible by all stakeholders is necessary. Travel CONUS/OCONUS (TDY status, attend conferences, planning efforts, OPTs with appropriate clearance levels, and exercises) may be required.

Requirements

  • MA/MS in one of these Disciplines: Social Sciences, Public Policy, Applied Statistics, Operations Research, or Systems Analysis
  • Joint Professional Military Education Level II or Service Equivalent; Advanced Military Education Levels (i.e. School of Advanced Military Studies (SAMS), Joint Advanced Warfighting School (JAWS); Service War Colleges).
  • At least 10 years strategic and operational planning and analysis
  • At least 5 years’ experience in any of the following: CENTCOM AOR; Military Information Support Operations (MISO); Military Deception (MILDEC); Counter Weapons of Mass Destruction (CWMD); Operations Research and Systems Analysis (ORSA); CYBER; Antiterrorism and Force Protection (AT/FP); Social Network Analysis (SNA); Special Programs; Interagency Experience, Intelligence Experience
  • Equivalent combinations of at least 15 years of SOF operational experience and education.
  • Must possess an Active TS/SCI security clearance.

Responsibilities
