The ITS & Tolling Manager is responsible for leading the planning, procurement, design, implementation, and operational handover of tolling and ITS systems on P3 transportation projects in the United States. The role spans the full concession lifecycle — from business development and bids through construction, system integration, and operations readiness — ensuring revenue critical systems perform reliably and in compliance with authority requirements. Evaluate and select technological solutions that optimize infrastructure safety, efficiency and sustainability. Collaborate closely with managers and technicians to ensure the feasibility and quality of solutions. Stay up to date on the latest innovation and ITS trends. Ensure all projects comply with applicable technical regulations.

Requirements

  • Engineering or related field.
  • 10–20 years in ITS systems and innovation projects.
  • Technical analysis, problem-solving, technical communication.
  • Specific knowledge: ITS, IoT, Big Data, AI applied to transportation, technical standards.
  • English C1.
  • Proven experience managing toll collection systems, preferably all‑electronic tolling.
  • Experience on P3 or concession‑based transportation projects.
  • Strong understanding of toll revenue management, back‑office systems, and enforcement.
  • Ability to manage multidisciplinary teams across technical, commercial, and operational functions.

Responsibilities

  • Lead tolling and ITS technical inputs for P3 and managed lanes bids.
  • Support development of technical concepts, pricing assumptions, and risk strategies related to toll systems and back‑office operations.
  • Prepare and present tolling/ITS solutions to DOTs, public authorities, and private partners.
  • Manage the design and specifications of: Electronic Toll Collection (ETC) / All‑Electronic Tolling (AET), Customer and revenue back‑office systems, Traffic management and roadside ITS, Enforcement and safety systems.
  • Coordinate with designers, system integrators, OEMs, and civil/electrical teams to ensure full system integration.
  • Oversee tolling and ITS activities during construction and installation.
  • Manage testing, commissioning, and system acceptance activities.
  • Ensure compliance with contractual, regulatory, and performance requirements.
  • Lead operational readiness for tolling and ITS systems prior to revenue service.
  • Interface with O&M teams to support: Revenue assurance, Customer service integration, Fraud prevention and reporting.
  • Support transition into long‑term concession operations.
  • Act as primary tolling/ITS point of contact with DOTs, concession partners, and third‑party operators.
  • Support audits, reviews, and performance reporting throughout the concession term.
