About The Position

The Agency of Digital Services (ADS) is seeking an IT Systems Developer to join their team. This position will support the Department for Children and Families (DCF) and the Department of Vermont Health Access (DVHA) within the Agency of Human Services (AHS). The role involves consulting with users to identify procedures, clarify objectives, and elicit business requirements to design effective solutions. Responsibilities include systems analysis, design, implementation, testing, and maintenance of software applications, as well as providing system support and collaborating with technical and non-technical partners. The position is based in Waterbury, Vermont, with some remote work available (up to 2 days per week). A fingerprint-supported background check may be required.

Requirements

  • Familiar with the Software Development Life Cycle (SDLC)
  • Knowledge of software development platforms, computer programming languages, software frameworks, and design patterns
  • Strong analytical and problem-solving skills
  • Experience working as part of a team
  • Ability to learn quickly and is self-motivated
  • Ability to multi-task and to work under pressure to meet deadlines
  • Ability to prepare clean and concise technical documentation
  • Ability to establish and maintain effective working relationships
  • Ability to communicate effectively and professionally, both orally and in writing
  • Associate's degree in computer science or college-level coursework that includes 15 computer science credits OR Two (2) or more years of experience in computer or network support, programming or analysis, or database administration.

  • CICS, ISPF, JCL, SDSF, TSO and other Mainframe-related technologies
  • Software AG Products, including ADABAS and Natural for Mainframe
  • Microsoft SQL Server
  • Microsoft Azure DevOps
  • Working knowledge of AI-enabled code development, testing, or documentation.
  • Knowledge of Vermont Medicaid Programs and Fuel Assistance (Federal LIHEAP program) processes, concepts, and terminology

Responsibilities

  • Consult with users to identify current operating procedures, clarify program objectives and elicit business requirements to effectively design solutions that meet their needs
  • Systems analysis, design, implementation, testing and maintenance of new or existing software applications and related duties as required
  • Provide system support and maintenance
  • Cross-team collaboration with technical and non-technical partners
  • Follow established processes and procedures
