About The Position

This position performs professional, technical, and analytical work involving enterprise-wide system administration of the County’s complex heterogeneous wide-area network. The role involves the design, analysis, development, procurement, implementation, modification, repair, and support of enterprise-class large-scale complex hardware, software, database, network, audio visual, and cyber security systems. Employees in this classification may direct the work of staff in lower classifications. The IT Systems Administrator 1 is the entry classification in this series, delivering technical expertise in at least two defined technology areas and acting as a specialist in at least one other area.

Requirements

  • Bachelor’s Degree from an accredited college or university in computer science, or a related field.
  • Two (2) years of relevant work experience in the Information Technology field.
  • Must be able to receive appropriate CJIS and ACCESS certifications.
  • Must successfully pass a criminal background check.
  • Possession of a valid Washington Driver's License at time of hire and for the duration of employment.
  • Knowledge of concepts and techniques for operation and administration of Windows based server computer hardware/software platforms.
  • Knowledge of configuration commands and procedures associated with current County standards for operating systems, network equipment and peripherals.
  • Knowledge of network administration. Network and Windows based server troubleshooting, diagnostic equipment, methods and tools. (i.e. protocol analyzers, cable testers).
  • Knowledge of the principles and practices of data security management, data backup and disaster recovery.
  • Knowledge of geographic information standards, spatial database management, multi-user versioned editing models, metadata, spatial data types, spatial references, spatial relationships, and spatial indexes.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with customers, superiors, associates and vendors.
  • Skilled in areas of problem solving and debugging.
  • Skilled in areas of managing multiple priorities.
  • Ability to use system and network administration utilities, management and monitoring tools.
  • Ability to analyze complex computer systems or networks, identify problems, develop effective solutions and documentation.
  • Ability to evaluate, recommend, install and configure complex network hardware and software.
  • Ability to think clearly, prioritize tasks, and efficiently solve technical problems.
  • Ability to exercise good judgment as to when to act independently and when to refer situations to a higher authority.

Nice To Haves

  • Experience with relevant software packages, hardware (Intel processor based Servers) Windows Server and networking, cyber security and audio/visual preferred.
  • OR an equivalent combination of education, training and experience that would provide the required knowledge, skills and abilities will be considered.

Responsibilities

  • Evaluates server, software, hardware, and network service outages to ensure they are resolved in an orderly, timely manner and to reduce instances and recurrences.
  • Prepares server, software, hardware, and network systems documentation, cost estimates, procurement documents, status reports, meeting materials, newsletters, and budget and management reports.
  • Assists, trains, and serves as an escalation point for employees in lower classifications.
  • Analyzes and resolves technical problems.
  • Participates in and conducts meetings with customers, vendors, and associated staff.
  • Develops and maintains documentation of network architectures, troubleshooting of network issues, network data gathering, trending, and analysis.
  • Designs, tests, and monitors backup and recovery processes to ensure the safe and smooth restoration of business operations in the event of technical failure or disasters.
  • Manages, directs, and performs installation and maintenance of servers, software, hardware, and network systems at currently supported release levels; ensures that implementation conforms to departmental standards.
  • Develops and maintains documentation of system architectures, troubleshooting of technical issues, and instructional guides to be used by both users and other technical staff.
  • Performs after-hours and on-call duties, pursuant to active labor agreement.
  • Delivers, administers, and monitors physical and virtual Windows servers, software, hardware, and network systems to ensure optimum performance; oversees reconfiguration as needed to accommodate growth and/or changes in security or hardware/software requirements.
  • Administers core business process servers.
  • Performs Windows account/security administration.
  • Serves as point of contact and regional administrator for State and National Criminal database support and troubleshooting.
  • Serves as the point of contact for all CAD, records, mobile computer dispatch, reporting, crime analysis, officer and ancillary user hardware, Core Application server and technical support helpdesk ticket requests, which also includes escalation to outside agencies or vendors as needed.
  • Provides technical support for A/V equipment and technologies used during events, meetings, and presentations.
  • Installs and configures A/V systems, ensuring they meet department needs and are current with the latest technology.
  • Monitors security logs and alerts to detect and respond to security incidents. Investigates and remediates incidents and security breaches.
  • Ensures compliance with legal and regulatory standards for information security. Maintains detailed documentation of security configurations, incidents, and response actions.
  • Manages risk-based vulnerability mitigation to reduce the potential of compromise.
  • May be required to perform duties of lower level classifications.
  • Performs other related duties as required/assigned.
