About The Position

The Division of Administration/Office of Technology Services has a vacancy for an IT Statewide Associate Analyst 1/2/3/4 in the Applications and Data Management Section. This position is located in the Greater Baton Rouge area and is a full-time, on-site role. The Office of Technology Services (OTS) aims to be a trusted partner driving innovation, reliability, and IT excellence across the Executive Branch. This role specifically supports the Louisiana Medicaid Eligibility Determination System (LaMEDS) within the AppDM Health team, focusing on maintaining and supporting the system. The incumbent will be part of the LaMEDS Batch Team, utilizing tools such as IBM Workload Scheduler, Pentaho, JIRA, and SharePoint to ensure smooth and efficient operations. Collaboration with developers and analysts is key, providing technical guidance to maintain strong systems and forward-thinking solutions. The Division of Administration serves as the state government's management arm, overseeing financial operations, capital construction, grants, budget development, technology services, and purchasing guidance.

Requirements

  • Two years of experience in information technology
  • Six years of full-time work experience in any field
  • An associate’s degree in information technology
  • A bachelor’s degree
  • Experience credit from Civil Service approved certifications for up to two years of experience, which may substitute for the bachelor's degree.

Responsibilities

  • Supports and maintains the LaMEDS system as a member of the LaMEDS Batch Team.
  • Utilizes tools such as IBM Workload Scheduler, Pentaho, JIRA, and SharePoint.
  • Provides technical advice to developers and analysts.
  • Supports daily LaMEDS User Acceptance Testing (UAT) activities and the nightly production batch cycle.
  • Coordinates with contractors, Louisiana Department of Health (LDH), and other users on technical and systems resources for maintenance tasks.
  • Satisfies requests to set up new IWS batch jobs and complete special weekend runs.
  • Reviews and signs off on batch playbooks for accuracy; validates and executes steps in batch run books.
  • Conducts quality assurance reviews of LaMEDS by monitoring systems and interacting with AppDM Health management and LDH management.
  • Conducts reviews of proposed system changes to ensure effective designs.
  • Analyzes needs and answers questions regarding policies, standards, procedures, or guidelines.
  • Makes recommendations regarding the proper application and usage of policies, standards, and procedures.
  • Performs advanced technical support and analysis for the LaMEDS system.
  • Reviews and provides feedback on deliverables, technical documents, project plans, issues, risks, change requests, and bugs.
  • Participates in Knowledge Transfer sessions.
  • Consults with contractors and other technical resources on batch processing failures and procedures.
  • Troubleshoots and implements solutions for system function and performance issues.
  • Provides technical and analytical services for effective use of systems development methodology.
  • Modifies database tables to meet requested coding changes.
  • Coordinates complex LaMEDS system and environment changes.
  • Performs all other tasks, special projects, analysis, studies, and plans as directed.
