About The Position

The Division of Administration/Office of Technology Services has a vacancy in the Applications and Data Management Section. This position is for a Full Stack Developer who will use their skills to solve real-world problems by developing modern applications that empower Louisiana state agencies to better serve citizens across the state. The Office of Technology Services (OTS) AppDM team is looking for a Full Stack Developer to lead the development, modernization, and support of critical software systems for the Louisiana Department of Health (LDH). The applications built and maintained will support vital public health initiatives, healthcare provider networks, and essential citizen services. The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff. This position is in the Office of Technology Services, Application and Data Management (AppDM) Health Cluster. The incumbent is responsible for providing advanced technical services for the assigned application systems and program areas. It requires advanced systems analysis and development of several diverse automated systems working in an independent manner that requires a multi-layered technical skill set and a knowledge base across multiple applications and departmental programs. This incumbent is responsible for supporting the web-based automated systems for the six agencies comprising the Louisiana Department of Health (LDH) and the Governor’s Office of Elderly Affairs (GOEA). The incumbent will provide technical advice to program staff, developers, and analysts. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including overseeing the state’s capital construction program, working to provide state and federal grants for community development, development of the state budget, providing technology services, giving agencies guidance in the state purchasing and contracting process, and administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes.

Requirements

  • Two years of experience in information technology; OR Six years of full-time work experience in any field; OR An associate's degree in information technology; OR A bachelor’s degree.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.
  • The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Nice To Haves

  • Applicants who do not meet the minimum education or experience qualification may receive experience credit from Civil Service-approved certifications for up to two years of experience, which may substitute for the bachelor's degree.

Responsibilities

  • Provides lead developer support for the LDH and GOEA Systems.
  • Designs, codes, compiles, tests, and debugs programs as indicated by users’ and/or supervisors’ requests and according to Software Development Life Cycle (SDLC) procedures.
  • Participates in business requirements sessions for application system changes and consults with contractors and other technical resources when necessary.
  • Develops and maintains applications and web-based systems by modifying SQL tables to meet requested coding changes.
  • Compiles federally mandated reports for agency program staff, management review, and distribution.
  • Conducts code analysis, planning, and quality assurance.
  • Reviews and provides feedback on deliverables, technical design documents, project plans, issues and risks, change requests, and bugs.
  • Troubleshoots and implements applicable solutions to address system function and performance issues.
  • Coordinates with the appropriate technical and systems resources to identify and complete the maintenance tasks related to the software tools and system components supported.
  • Coordinates and provides support to the User Acceptance Testing (UAT) resources.
  • Reviews proposed system changes in assigned program areas or support sections to ensure that the most effective designs are utilized.
  • Analyzes user needs and answers questions regarding policies, standards, procedures, or guidelines.
  • Performs all other tasks, special projects, analysis, studies, and plans as directed.
