About The Position

The Division of Administration/Office of Technology Services has a vacancy for an IT Statewide Analyst within the Applications and Data Management (AppDM) Section. This position focuses on Data Analysis with Microsoft Power BI and other Analytics tools to empower Louisiana state agencies to better serve citizens. The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The incumbent is responsible for the adoption, advanced level support, and maintenance of Data Analytics services on an enterprise/statewide level. This lead worker position works with Data Scientists and Executives, possessing knowledge of analytics capabilities and differences, and the ability to present options based on these differences. The incumbent provides Data Analytic consulting services to all OTS supported departments and agencies and is responsible for providing technical support, adoption, and enhancement of the Statewide Analytics services. This includes planning, coordinating, and conducting group meetings and cross-agency user influence/steering groups, as well as coordination with Statewide Agencies for planning and executing special processes and collaborative projects. This position may require travel and a valid driver's license. The Division of Administration is the state government’s management arm and the hub of its financial operations, overseeing various activities including capital construction, grants, budget development, technology services, purchasing, and disaster recovery.

Requirements

  • Five years of experience in information technology, project management, business analysis or administrative services; OR
  • Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR
  • An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR
  • A bachelor's degree plus three years of experience in information technology, project management, business analysis or administrative services; OR
  • A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR
  • A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
  • Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
  • Must possess a current, valid driver's license.

Nice To Haves

Responsibilities

  • Provides advanced level support for the Statewide Data Analytics unit, including project planning, development, and implementation of systems and services.
  • Configures, manages, maintains, and deploys platforms and/or applications, developing or enforcing policies in compliance with business and technology strategy.
  • Identifies technical requirements and integrates statewide systems and services using enterprise architecture standards.
  • Serves as lead technical by developing, maintaining, and/or modifying highly complex IT systems and processes, including change requests, complex configurations, analyzing and testing enhancements, performing complex problem resolution, and monitoring program management of multiple data analytics tools.
  • Maintains, determines, implements, and documents items for knowledgebase, website, and user support.
  • Oversees agency tasks in the adoption/integration of further governance as it applies to IT and IT best practices on configurations, repositories, databases, sites, users, groups, and content assets.
  • Works with OTS and vendor staff concerning application designs, problems, and issues of high complexity.
  • Prepares estimates and schedules for assigned tasks and provides input into work plans, ensuring successful completion with little supervision.
  • Communicates and coordinates with vendors, Department executives, users, and various OTS units.
  • Plans and coordinates group meetings concerning data and content governance, new releases, change requests, application problems, and establishing priorities for system/site/content changes and training tools.
  • Oversees development and maintenance of specialized user and project documentation for current applications and new releases/enhancements.
  • Evaluates and analyzes highly complex change requests for system impact and develops and executes highly complex test plans.
  • Monitors and evaluates OTS system maintenance notifications for potential impact to Statewide Data Analytics environments.
  • Serves as Administrator to create, manage, and maintain security structure by developing security roles, granting access, creating projects, and assigning permissions.
  • Measures the use of analytics across sites.
  • Maintains high proficiency in IT tool sets; researches and tests potential new tools.
  • Logs and provides solutions for highly complex helpdesk tickets/problems.
  • Serves as the point of contact for submitting and managing case support for highly complex problems.
  • Performs all other tasks, special projects, analysis, studies, and plans as directed.
