About The Position

This is a public notice flyer announcing anticipated vacancies; applications will not be accepted through the flyer, and there may or may not be vacancies filled. The IT Specialist provides technical direction for requirements, design, procurement, verification, validation, and life-cycle maintenance of critical MLS and Cross-Domain Solution (CDS) systems. The role leads hardware strategy and capability integration, oversees complex installations, and serves as the primary technical authority for hardware architectures supporting critical information warfare systems throughout their life cycles. The position also coordinates functional groups, manages technical risks, conducts operational verification testing, supplies engineering models for change reviews and configuration control, and oversees procurement and tracking of commercial off-the-shelf hardware and software licenses.

This is a Science & Technology Reinvention Laboratory (STRL) position within the Department of Defense laboratory pay-band system. It is a Cyberspace Workforce position with the work role code Research & Development Specialist at the advanced proficiency level; the incumbent must obtain and maintain qualifications under DoDM 8140.03 and Department of the Navy policies. The role may require travel to CONUS and OCONUS locations, including remote or isolated sites, and extended travel on military or commercial aircraft.

Requirements

• U.S. citizenship.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• Must successfully pass the E-Verify employment verification check if a new Department of the Navy employee.
• Must obtain and maintain an interim and/or final security clearance before entering on duty.
• Must complete training and obtain and maintain a government credit card for travel-related purchases.
• Must be able to travel from the normal duty station to CONUS and OCONUS locations, potentially including remote or isolated sites, and travel for extended periods on military and commercial aircraft.
• At least one year of specialized experience at or equivalent to GS-12 or pay band NO-04 in federal service, or equivalent private- or public-sector experience.
• Specialized experience must include managing the design, procurement, integration, deployment, and/or life-cycle maintenance of hardware components; coordinating project activities related to plans, schedules, cost, or performance; utilizing system environments such as SELinux and Red Hat Enterprise Linux (RHEL); and ensuring adherence to technical guidelines or standards.
• Males born after December 31, 1959, must be registered for Selective Service.
• Must obtain and maintain advanced-level qualifications under DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Responsibilities

• Provide technical direction for requirements, design, procurement, verification, validation, and life-cycle maintenance of critical MLS and Cross-Domain Solution (CDS) systems.
• Lead hardware strategy, manage capability integration, and oversee complex installations while addressing supply-chain challenges and technology refresh cycles.
• Serve as the primary technical authority for hardware architectures supporting critical information warfare systems throughout their life cycle.
• Identify, mitigate, and escalate technical and hardware risks through the appropriate chain.
• Lead, integrate, and coordinate functional groups to support a cohesive hardware team and resolve integration challenges.
• Oversee and execute System Operational Verification Tests (SOVT) during hardware installations.
• Provide system models using Model-Based Systems Engineering (MBSE) and Digital Engineering (DE) processes as inputs to engineering change reviews and Configuration Control Boards (CCBs).
• Direct procurement, allocation, and tracking of commercial off-the-shelf (COTS) hardware and software licenses, including proactively managing renewals.
