About The Position

The Virginia Information Technology Agency (VITA) is seeking an experienced IT Sourcing Consultant to support the Sourcing and Supplier Management Team within SCC. This position is responsible for leading complex IT sourcing and procurement initiatives, managing vendor negotiations, and driving strategic sourcing activities from project initiation through executed contracts. The ideal candidate will possess deep procurement expertise, strong communication skills, and the ability to independently lead high-impact sourcing engagements while partnering with stakeholders across all levels of the organization. This role requires the ability to independently manage sourcing initiatives, develop solicitation documentation, evaluate vendor proposals, negotiate supplier agreements, and implement risk mitigation strategies that align with organizational objectives. The consultant will collaborate with internal customers to identify business needs, deliver strategic sourcing solutions, and ensure successful contract execution. This role also involves managing customer expectations through effective communication, supporting long-term supplier relationships, and conducting post-project reviews to improve operational effectiveness and knowledge transfer. The ideal candidate will thrive in a fast-paced environment, demonstrate exceptional multitasking abilities, and maintain a strong customer service mindset while managing multiple procurement initiatives simultaneously.

Requirements

  • 8 years of experience managing complex work efforts
  • 8 years of deep industry experience within Procurement and Supplier Management
  • 8 years of experience with contract and vendor negotiation
  • 8 years of technical writing experience
  • 8 years of experience gathering business and technical requirements
  • Strong verbal and written communication skills
  • Ability to work independently and lead sourcing initiatives from initiation through execution
  • Must physically reside within the United States for the duration of the assignment
  • Must be willing to attend occasional on-site meetings as requested
  • Candidates not located in Richmond must reside within a 2-hour drive of Richmond, VA
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future
  • Participation in a Web Cam Interview is required as part of the hiring process

Nice To Haves

  • 5 years of knowledge and experience with Virginia Public Procurement Laws
  • Prior experience supporting public sector or government procurement initiatives
  • Experience managing complex information technology contract sourcing engagements
  • Strong customer service and stakeholder management capabilities

Responsibilities

  • Lead end-to-end sourcing initiatives for complex information technology procurement projects
  • Develop and execute sourcing strategies aligned with organizational and customer objectives
  • Create solicitation documents, procurement materials, and contract documentation
  • Conduct vendor evaluations and proposal assessments to support supplier selection decisions
  • Lead contract negotiations and execute negotiation strategies with selected suppliers
  • Establish contracts that support long-term organizational and customer interests
  • Manage supplier relationships and support vendor performance initiatives
  • Identify and execute risk mitigation strategies throughout the sourcing lifecycle
  • Ensure procurement activities comply with established sourcing and procurement standards
  • Support contract execution processes and maintain procurement documentation accuracy
  • Partner with customers and stakeholders to gather requirements and solve IT business challenges
  • Manage customer expectations through proactive and timely communication
  • Present sourcing recommendations and procurement updates to leadership and project teams
  • Conduct post-project lessons learned sessions to support continuous improvement and knowledge transfer
  • Manage multiple sourcing projects simultaneously while meeting deadlines and quality standards
  • Prepare detailed written communications, reports, and procurement documentation
  • Support sourcing operations with strong organizational and multitasking capabilities
  • Maintain a high level of professionalism and customer service throughout all engagements

Benefits

  • Compensation: $57 – $77 per hour
