About The Position

SunSoftOnline is hiring a Senior IT Procurement Analyst for an Arizona state agency's Technology Services division. This role focuses on software licensing, SaaS contracts, and license optimization, rather than general purchasing. The position requires the candidate to currently reside in the Phoenix metro area, be a U.S. citizen or green card holder, and be eligible for W2 employment only. The role involves leading end-to-end software acquisitions, contract renewals, license optimization, and vendor negotiations for various IT products and services. This includes managing the software renewal pipeline, analyzing usage for seat and tier optimization, and leading commercial negotiations for SaaS agreements and Enterprise License Agreements. The analyst will also partner with Security, Legal, and Privacy teams on vendor risk assessments and SOC 2 compliance, identify and reclaim unused software licenses, maintain the Software Asset Management repository, and develop RFQs, RFPs, and RFIs.

Requirements

  • Currently live in the Phoenix metro area with city on resume.
  • U.S. citizen or green card holder.
  • Eligible to convert to a full-time state employee.
  • W2 only, no C2C.
  • Deep knowledge of SaaS, PaaS, and IaaS licensing models including per-user, per-core, and consumption-based entitlements.
  • Proven high-value contract negotiation covering SLAs, data sovereignty, and renewal caps.
  • Complex RFP and RFQ development with technically sound statements of work.
  • Total Cost of Ownership and ROI analysis.
  • Procurement pipeline project management.

Responsibilities

  • Leading end-to-end software acquisitions, contract renewals, license optimization, and vendor negotiations for IT products and services including Software, SaaS, hardware, cloud infrastructure, telecommunications, and managed services.
  • Managing the software renewal pipeline on a 30/60/90-day lookahead.
  • Analyzing usage to right-size seats and tiers.
  • Leading commercial negotiations for SaaS agreements, Enterprise License Agreements, and maintenance contracts.
  • Partnering with Security, Legal, and Privacy on vendor risk assessments and SOC 2 compliance.
  • Identifying overlapping software across business units and reclaiming unused licenses.
  • Maintaining the Software Asset Management repository to defend against vendor audits.
  • Developing and scoring RFQs, RFPs, and RFIs.
