About The Position
The Mississippi Library Commission is seeking an experienced IT Project Manager to manage E-Rate technology initiatives supporting public libraries across Mississippi. The ideal candidate will have extensive IT project management experience, strong knowledge of the USAC E-Rate Program, procurement, contract administration, strategic planning, and vendor coordination while working with library stakeholders to secure federal telecommunications funding.
Requirements
- 10+ years of IT Project Management experience
- 5+ years of E-Rate (USAC) experience
- Knowledge of Mississippi procurement laws
- Contract Administration
- Strategic Planning
- Experience working with Public Libraries or Library Stakeholders
- Networking Hardware knowledge
- USAC Portal experience
- ISP & Vendor Migration experience

Responsibilities
- Manage E-Rate projects and coordinate technology initiatives for public libraries.
- Perform site assessments and evaluate technology infrastructure and end-user device requirements.
- Prepare and submit E-Rate funding applications through the USAC Portal.
- Respond to Program Integrity Assurance (PIA) reviews and funding inquiries.
- Manage procurement activities, contracts, and vendor relationships.
- Develop strategic plans, policies, and standard operating procedures.
- Coordinate ISP and vendor migrations.
- Collaborate with library directors and stakeholders to ensure successful project delivery.
