About The Position

This role involves designing, creating, and implementing information technology processes and procedures to support VDOT's IT strategies. The IT Project Manager will lead a team in providing technical guidance, analysis, and support to internal and external customers. They will serve as a district-level project lead and technical resource, responsible for analyzing, developing, monitoring, and maintaining integrated systems for designated customers. The position requires building partnerships with various VDOT divisions, identifying business process improvements through technology, and serving as the primary help desk contact for district-wide technology users. Responsibilities include addressing or escalating technology issues, coordinating user training, reviewing and recommending technology improvements for facilities, and providing emergency response support for technology hardware. The role also involves data analysis and reporting, ensuring compliance with VDOT and VITA IT policies, implementing information security policies, and managing the security exception process. Collaboration with team members on projects and programs is essential, as is sharing knowledge. The IT Project Manager will lead geographically dispersed teams to deliver IT solutions and services within the district, analyzing projects, identifying impacts and risks, defining requirements, developing project plans, leading deployments, and reporting on schedule and budget adherence. Additionally, they will review, analyze needs, and approve district technology hardware and accessory procurements, coordinating deployment and installation, and maintaining asset inventory. A key aspect is serving as a liaison with VDOT IT divisions and overseeing IT inventory records and computer refresh lists.

Requirements

  • Skill in Commercial Off The Shelf (COTS) and Cloud deployments, IT Service Management, and other tools for database and application release management.
  • Skill in the use of computers and SDLC (software development lifecycle including agile and waterfall methods).
  • Ability to lead teams to plan and execute complex enterprise projects with multiple stakeholders in geographically dispersed locations.
  • Ability to navigate complex organizations, secure resources, build relationships and trust.
  • Ability to supervise staff, manage inventory programs and budgets as it relates to IT procurement.
  • Skill in SDLC (software development lifecycle) including agile and waterfall methods.
  • Skill in the use of a variety of technology equipment including servers, computers, tablets, mobile devices, etc.
  • Skill using Commercial Off The Shelf (COTS) and Cloud deployments (SaaS), IT Service Management, and other tools for database and application release management.
  • Progressively responsible experience with system analysis, testing, and troubleshooting.

Nice To Haves

Responsibilities

  • Serve as liaison and communicate with VDOT Information Technology Division, VDOT District Offices, Office of Information Security, and Office of Strategic Innovation in the development and implementation of tactical plans to deploy and support core IT service initiatives.
  • Identify business processes that may be improved with technology solutions.
  • Create processes and tools to facilitate increased efficiencies.
  • Serve as the primary help desk contact for all district-wide technology users.
  • Address or escalate technology issues to ensure they are resolved.
  • Coordinate all necessary resources to address user training needs.
  • Review and analyze district technology needs and recommend improvements to services for new or existing facilities.
  • Provide emergency response support for technology hardware, including network contingency plans, generator operations, and transportation and setup of computer equipment as needed for continuity of operations.
  • Research, gather, and analyze data.
  • Develop requirements for reporting and data analysis projects.
  • Perform other forms of technical writing as needed.
  • Ensure compliance with VDOT and VITA policies, standards, and guidelines governing IT computer systems.
  • Establish and manage network accounts and servers, review and approve IT security requests, and manage the security exception process.
  • Serve as a subject matter expert to district management on Commonwealth of Virginia (VITA) policies and practices to ensure district compliance and maintain a high security posture.
  • Collaborate with other section team members on projects and programs and participate on project teams.
  • Share knowledge with other team members and encourage their participation in other teams.
  • Lead geographically dispersed teams, staffed with district and central office resources, to deliver IT solutions within the district.
  • Lead teams to deliver IT services and solutions.
  • Work with customers and technical leads to analyze projects, identify impacts and risks, and define business and technical requirements.
  • Develop project plans, lead deployment, and provide status reports on adherence to schedule and budget.
  • Review, analyze needs, and approve district technology hardware and accessory procurements, including telecommunication requests, while ensuring adherence to budget and agency and state policies and procedures.
  • Coordinate the deployment and installation of goods and services.
  • Responsible for asset inventory as required by VITA or ITD.
  • Oversee IT inventory records and verification of computer refresh lists as provided by ITD.
