The IT Project Manager position is a long-term contract role located in Chesterfield, VA, with a hybrid work model requiring up to three days per week onsite, with flexibility for more as project demands dictate. The Senior Project Manager will serve as the primary project manager, responsible for requirements tracking and light business process definition across multiple technology projects of varying sizes, some of which may be in-flight. These projects will span various business lines within the county and typically involve engagement across technical functions such as information security, infrastructure (cloud and on-premise), integrations/system interfaces, data conversion, and GIS. The project manager will operate within a matrixed environment, collaborating with project team members assigned by functional managers and vendor solution providers. This role is part of the IST Project Management Office, which consists of a team of three full-time and one part-time project managers, all supervised by a PMO Manager.

Requirements

  • PMI PMP Credential (VITA Project Management Certification considered)
  • Extensive lead project management experience managing schedule, scope, and budget for varying size technology projects including enterprise level (10 years)
  • Direct management of business stakeholders and project team members; Ability to define and gain consensus on direction (10 years)
  • Strong understanding and application of project governance through authoring and applying governance artifacts including charter, change management, etc. (10 years)
  • Clear and concise oral and written communications tailored towards technical and non-technical audience (10 years)
  • Knowledgeable of MS Office (Project, Excel, Word, Powerpoint, Teams) (10 years)
  • Criminal Justice Information Services (CJIS) Background and Online County Certification Course
  • Exposure to Professional Business Analysis (PBA) processes and techniques (2-5 years)
  • Understanding of how requirements, testing, and defect management can affect project quality and schedule.
  • Ability to articulate the importance of satisfying user needs and expectations through effective application of project governance through project execution.
  • Understanding the role of business process definition to inform requirements elaboration in project management and software development.
  • Comfortable with independently pursuing decisions from customer and sponsor as actions are required to advance the project.
  • Ability to adapt to new and different environments.
  • Ability to be flexible and accepting of business strategic, tactical, and organizational changes.
  • Ability to self-direct work through goal setting, time management, and planning.

  • Ability to estimate and forecast effort, cost, impacts, and resource needs with guidance.
  • Pre-employment drug testing and FBI criminal background check required.
  • Successfully passing a more stringent criminal background check due to CJIS Security Policy requirements.

Responsibilities

  • Perform as the primary project manager, including requirements tracking and light business process definition for assigned technology projects.
  • Manage project schedule, scope, and budget for varying size technology projects, including enterprise-level initiatives.
  • Directly manage business stakeholders and project team members, ensuring consensus on project direction.
  • Implement and maintain project governance through the creation and application of governance artifacts such as charters and change management plans.
  • Provide superior customer service through concise and timely communications, strong execution, and a sense of urgency aligned with customer and sponsor priorities.
  • Collaborate closely with business representatives to ensure technical solutions align with business needs and are appropriately articulated.
  • Build knowledge and understanding of business department technology direction, strategy, operations, and products/services.
  • Apply basic techniques to capture business process flow using process flowcharts and standard RASCI model templates.
  • Utilize analytical and estimation techniques with Microsoft tools to assemble, propose, and quantify business cases and process improvement costs.
  • Independently pursue and secure decisions from customers and sponsors to advance project progress.
  • Prioritize and work with project customers to resolve matters affecting project scope achievement.
  • Identify and present timely, efficient, and proactive solutions that support business needs, including relative costs and benefits for leadership decision-making.
  • Analyze data to identify patterns and trends, presenting data-driven recommendations.
  • Promote and facilitate coordination and cooperation in planning, scheduling, and executing tasks among peers.
  • Create and sustain relationships and build trust with internal and external stakeholders.
  • Convey project information to diverse audiences, both orally and in writing, in an easily understandable and actionable manner.
  • Adhere to and apply fundamentals of the Project Management Body of Knowledge (PMBOK) tools, documentation, techniques, and lifecycle.
  • Apply appropriate control artifacts related to cost, risk, schedule, quality, and scope under the guidance of the IST Project Management Office.
  • Conduct detailed planning for projects and programs, from high-level to task-level, including estimating and forecasting effort, cost, impacts, and resource needs.
  • Adjust project plans during execution based on guidance from the IST project lead or PMO.
  • Evaluate available data and provide specific reporting on project and program execution to a wide range of stakeholders.
  • Manage and track vendor issues to resolution, assisting in definition, negotiation points, and conflict resolution.
  • Utilize Chesterfield County PMO control artifacts for managing project cost, schedule, and human/financial resources.
  • Monitor project costs closely during execution and apply inquiry and corrective action techniques.
  • Report assigned project schedule health to the PMO using the schedule performance index (SPI).
  • Maintain personal mobile technology as a condition of employment.
