About The Position

The overall purpose of this position is to managing multiple approved IT projects. An individual in this position is responsible for producing project plans, business requirements documentation, and regular status reports to the project stakeholders and IT leadership. The IT Project Manager partners with the business to ensure IT projects align with business requirements, capability needs and strategic outcomes. The IT Project Manager also performs business analysis related tasks, developing user requirements and translating them into functional specifications. An individual in this position be should detail oriented, collaborative, and capable of effectively engaging both technologists and functional subject matter experts. He/she should be well versed in both waterfall and agile project management methodologies. The role typically reports to an IT Director or Senior Director and functions as an individual contributor.

Requirements

  • Bachelor's degree or equivalent professional experience is required
  • 10-15 years experience in Information Technology Project Management, preferably in the area of systems development or support and including project management and business analyst roles in a complex business and systems environment Req
  • 2-4 years experience as a business analyst.
  • Strong verbal, written and interpersonal communication skills, ability to present findings and conclusions in a clear and concise manner
  • Must be able to proactively identify, process and break down the assigned projects and possess the aptitude to build execution-focused plans
  • Must be a team player, excellent collaborator, and have excellent judgement
  • Strong organizational and negotiation skills, excellent judgment and experience providing leadership in a structured environment while requiring minimal day-to-day guidance
  • Ability to exercise initiative, produce desired results, and achieve objectives in a matrixed environment.
  • Demonstrated expertise in user story definition, preliminary design wire framing and conceptual feasibility
  • Experience managing projects working with architecture, infrastructure and security teams
  • Well-developed communication skills and the ability to maintain positive and cooperative working relationships
  • Familiarity with solving problems and cultivating cross-group collaboration
  • Ability to think creatively and facilitate innovative solutioning
  • Ability to see the big picture while still having an eye for detail
  • Skill in process definition and documentation (e.g., process flows, swim lane diagrams)
  • Some familiarity with aspects of system architecture, technology infrastructure components, responsive UI design etc.
  • Some experience in evaluating technical alternatives and basic knowledge of emerging technologies
  • Working knowledge of hardware/software/communication technologies
  • Experience in writing business cases
  • Expected to outline, mediate and/or resolve complex challenges involving technology, integrated, and architecture based solutions
  • Must be capable of investigating and resolving issues that may arise during the implementation process to help reconcile with minimal downtime
  • Ability to work and collaborate with all levels of management

Nice To Haves

  • Master's or other advanced degree is preferred
  • Prior experience as a Scrum Master or product owner in an Agile program is preferred
  • Project Management Professional (PMP), Certified Scrum Master (CSM), and/or Business Analysis certification (BACP) Pref

Responsibilities

  • Collaborates with technologists and subject matter experts to establish technical vision
  • Manages the full life-cycle of the project and applies the appropriate project management methodologies/tools to define and execute: scope management, schedule management, cost tracking/management as appropriate, resource management, issue/risk management, communications management, change management, and quality management. Ensures on-time and on-budget delivery of projects through organizing, developing and forecasting project plans to ensure delivery meets the needs of the business; Works closely with Resource Managers on resource allocation, issue resolution, and risk management.
  • Communicates well and builds strong partnerships with all project stakeholders and project team members
  • Adopts IEEE's scaled agile delivery model and the associated processes.
  • Leads and engages cross-functional teams that are accountable for design, development and implementation of defined solutions and/or processes as appropriate; Ensures alignment of all project roles and responsibilities and that these are articulated to each team member, modified as required, and accomplished through-out the project. Provides project updates and conducts status meetings. Liaises between business, technology and support teams. Creates, maintains, and updates project plans as appropriate.
  • Working closely with the appropriate Resource Manager, monitors and measures resource assignments against project/task goals and accountabilities.
  • Develops and maintains effective relationships with vendors, when necessary, and collaborates with them to ensure prompt delivery of products and services. Gathers relevant metrics to determine and measure overall vendor quality. Provides feedback on vendor performance; Promotes and ensures knowledge transfer from vendors/contractors to IEEE staff
  • Stays current with emerging project management methods and industry norms, and is committed to continuous improvement. Contributes to the maturation of IEEE's scaled agile delivery model. Shares knowledge of emerging industry methods, practices, and standards with relevant communities of practice to promote agility, efficiency, and innovation.
  • Provides consistent, concise, relevant, reliable, and timely information to all internal and external audiences through a variety of channels. Strives to provide accurate information to enable effective business decisions. Frames messaging in line with stakeholder expectations, using terms, examples, and analogies that are meaningful and relatable to them. Seeks feedback from the stakeholders, confirms/checks their understanding and presents messages in different ways to enhance/foster understanding.
  • The IT Project Manager is expected to be experienced in agile delivery management tools such as Jira.
  • Performs other related duties as assigned;. Typically managers large sized and/or multi-faceted projects with typically complex operational processes; Project team sizes vary
  • Provides senior leadership and mentors IT project teams; Works through conflicts to keep projects on track.
