About The Position

The IT Program Manager provides overall leadership and accountability for delivery of enterprise information technology services, including system development, operations, maintenance, and enhancement. This role is responsible for ensuring successful execution of contract requirements through effective program management, Agile delivery practices, stakeholder engagement, and compliance with federal IT, cybersecurity, and privacy standards. The Program Manager coordinates multidisciplinary technical teams, oversees schedules and deliverables, and ensures services are delivered in a manner that meets performance objectives, quality standards, and contractual obligations.

Requirements

  • Demonstrated experience managing large-scale IT programs or projects, preferably in a federal or highly regulated environment.
  • Proven ability to lead Agile software development and IT operations teams.
  • Experience coordinating multidisciplinary teams supporting development, operations, cybersecurity, and end-user support.
  • Strong understanding of IT governance, performance management, and risk management practices.
  • Ability to obtain and maintain a Public Trust.

Responsibilities

  • Lead end-to-end execution of a complex IT services program, overseeing all work activities across functional and technical areas.
  • Serve as the primary point of coordination for technical performance, schedule adherence, and risk management.
  • Ensure all required deliverables, reports, and documentation are produced accurately and submitted on time.
  • Manage scope, priorities, dependencies, and change requests throughout the period of performance.
  • Oversee Agile delivery processes, including sprint planning, backlog management, sprint reviews, and progress tracking.
  • Coordinate work across development, operations, cybersecurity, and support teams to ensure integrated and efficient delivery.
  • Ensure technical approaches align with existing enterprise platforms, cloud environments, and operational constraints.
  • Monitor system performance objectives, including availability, incident response, and service levels.
  • Facilitate regular program status meetings, planning sessions, and technical discussions with stakeholders.
  • Translate operational and business priorities into actionable work plans for technical teams.
  • Prepare clear and concise status updates, highlighting accomplishments, risks, mitigation strategies, and upcoming milestones.
  • Ensure program execution complies with applicable federal IT requirements, including information security, privacy, and accessibility standards.
  • Coordinate closely with cybersecurity personnel to support system authorization, continuous monitoring, and risk management activities.
  • Oversee quality assurance processes to ensure deliverables meet acceptance criteria and performance standards.
  • Provide leadership and direction to project managers, technical leads, developers, and support staff.
  • Ensure appropriate staffing levels, skill alignment, and workload distribution across the program.
  • Support onboarding, transition-in, knowledge transfer, and documentation activities as required.
