This role requires 4-7 years of experience in IT procurement or a related field. The ideal candidate is familiar with standard concepts, practices, and procedures within the field, and can use limited experience and judgment to plan and accomplish goals. A degree of creativity and latitude is expected, with the ability to work under limited supervision and exercise independent judgment. Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) credentials are a plus. The position involves staying current with business trends, government regulations, software licensing practices, and negotiation/pricing techniques to effectively find technology product/service manufacturers, ensure vendor order fulfillment, and negotiate pricing and delivery schedules. The role also includes coordinating and participating in solicitation package development, collaborating with Subject Matter Experts (SMEs) on procurement documents, providing technical assistance on procurement processes to various HHSC staff, analyzing procurement requirements from multiple program areas, and working with Procurement and Contracting Services (PCS) and Legal Services on solicitation methods, timelines, and posting. The candidate will also serve as an SME in workgroups and training activities, including developing presentations.
