About The Position

The Virginia Office of the Attorney General is seeking a procurement professional to join our team as an Information Technology Procurement Manager. The IT Procurement Manager acts as the key contact and subject-matter expert for all IT contract-related activities. This includes assisting with negotiating contract terms, conditions, modifications, incentives, and remedies, while working with key stakeholders to ensure that their requirements are met. Additionally, this position manages the contract execution process, resolving problems, mitigating delays, assisting with audits, mediating disputes, and escalating issues. The position requires a comprehensive knowledge of state IT procurement policies and practices and considerable experience in contract management.

Requirements

  • Comprehensive knowledge of and considerable experience with governmental procurement principles and practices for IT and non-IT goods and services.
  • Experience in the development of Request for Proposals, Invitation for Bids, and other contractual documents.
  • Experience in interpreting the Virginia Public Procurement Act (VPPA) and other policies and procedures related to governmental purchasing.
  • Working knowledge of the procurement policies and processes of Department of General Services/Division of Purchasing and Supply and Virginia Information Technology Agency.
  • Ability to think and problem solve creatively.
  • Ability to effectively manage and complete assignments independently and as a team member.
  • Strong attention to detail.
  • Strong organizational skills.
  • Excellent communication and interpersonal skills with ability to establish and maintain effective working relationships.
  • High proficiency in Microsoft Office tools and automated systems.

Nice To Haves

  • Minimum of five years’ state procurement experience.
  • Graduation from college or university with major studies in Business or related field.
  • Experience in the procurement of wide variety of goods and services within state or local government.
  • Certification as a Virginia Contracting Officer (VCO), Certified Public Purchasing Officer (CPPO), and/or Certified Professional Public Buyer (CPPB).
