Technical Competencies Strong understanding of software development lifecycle (SDLC), system architecture, cloud technologies, and/or hardware integration. Ability to translate complex technical concepts into clear requirements, timelines, and deliverables. Proficient in Agile, Scrum, SAFe, or other modern delivery frameworks. Familiarity with DevSecOps practices, testing frameworks, CI/CD pipelines, and system reliability engineering principles. Experience with project management tools (e.g., Jira, Azure DevOps, Confluence, MS Project). Experience leading large, cross-functional technical programs from concept through delivery. 10+ years of experience in technical program or project management, systems engineering, or product development roles. Program Leadership & Execution Own program planning, scheduling, resource coordination, risk management, and overall execution. Drive alignment across engineering, product, operations, cybersecurity, and leadership teams. Build and maintain detailed program roadmaps, milestones, and dependency frameworks. Identify, track, and mitigate program risks and issues with a proactive approach. Ensure delivery of technical capabilities that meet requirements for quality, security, and compliance. Communication & Stakeholder Management Strong executive communication skills, with the ability to brief senior leadership and external stakeholders. Facilitate cross-functional discussions to resolve technical and programmatic conflicts. Prepare program dashboards, status reports, and decision-ready briefing materials. Act as the central point of contact for all program communications. Strategic & Analytical Skills Ability to analyze complex problems, evaluate trade-offs, and drive data-informed decisions. Support long-term technical strategy, capability roadmapping, and resource planning. Demonstrated ability to balance tactical execution with strategic direction. Leadership & Collaboration Lead matrixed teams without direct authority; influence technical and business partners. Foster a culture of accountability, transparency, and continuous improvement. Mentor teams on program discipline, requirements quality, and execution best practices.

Requirements

  • TS/SCI with Polygraph Clearance
  • Bachelor’s degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
  • 10+ years of experience in technical program or project management, systems engineering, or product development roles.
  • Strong understanding of software development lifecycle (SDLC), system architecture, cloud technologies, and/or hardware integration.
  • Ability to translate complex technical concepts into clear requirements, timelines, and deliverables.
  • Proficient in Agile, Scrum, SAFe, or other modern delivery frameworks.
