IT PM Governance Specialist III
About The Position
Fathom Management is seeking a Senior IT Governance & Portfolio Management Specialist to support a Federal Government client in Arlington, VA. This senior-level position supports IT governance, portfolio management, CPIC/IT investment management, strategic planning, program oversight, risk management, and executive reporting. The ideal candidate understands how technology investments align with organizational strategy, budgets, performance, and mission objectives. Requirements
- Active Secret Security Clearance
- U.S. Citizenship
- Bachelor's degree or equivalent professional experience.
- 15+ years of Federal consulting or Federal IT experience.
- Senior-level experience in several of the following: IT Governance / Portfolio Management CPIC / IT Investment Management Federal IT Program/Project Management Strategic IT Planning / Enterprise Architecture Risk Management / EVM Business Process Analysis / Organizational Improvement
- Experience supporting Federal IT investment, governance, budget, reporting, or oversight activities.
- Experience developing business cases, investment analyses, executive reports, or briefing materials.
- Strong written, verbal, analytical, and presentation skills.

Responsibilities
- Support IT governance and portfolio management for enterprise technology initiatives.
- Evaluate IT investments, portfolio performance, priorities, risks, costs, and strategic alignment.
- Support CPIC / IT Investment Management activities and Federal/OMB reporting requirements.
- Develop business cases, cost-benefit analyses, investment documentation, dashboards, and executive briefings.
- Support program and project governance, health assessments, performance reporting, and corrective actions.
- Analyze cost, schedule, risk, and performance, including EVM activities.
- Support enterprise architecture, IT modernization, strategic planning, and process improvement initiatives.
- Facilitate stakeholder meetings and communicate complex technical and organizational information to senior leadership.
- Support Federal governance, compliance, audit, and ServiceNow-related activities.
