The IT Workforce Strategy & Program Manager is a strategic role within Information Technology responsible for governing and managing IT’s workforce programs that support the organization's technology strategy and operational objectives. As part of the IT Workforce Optimization and NextGen Talent Initiative, this role is responsible for developing, managing, and continuously improving technology workforce programs that strengthen technical capabilities, support workforce readiness, and ensure IT maintains the talent, skills, certifications, and resources required to meet current and future business needs. This role partners closely with IT leadership, HR, TA, universities, and external technology organizations to establish workforce strategies, capability development initiatives, governance frameworks, and workforce metrics aligned with IT priorities. The position serves as the primary owner of programs such as the IT Career Development Program, IT Internship Program, technology certification initiatives, technical workforce planning efforts, Technology All Hands, IT communications, employee engagement initiatives, and other strategic workforce programs across IT. The role also provides leadership and oversight for technology culture and engagement initiatives, including the iTogether Committee, promoting collaboration, communication, recognition, and a strong technology culture across the organization. Additionally, the role leverages workforce analytics, industry benchmarking, and research from organizations such as Gartner and Info-Tech Research Group to identify emerging workforce trends, inform strategic planning, and ensure programs align with industry-leading practices. Maintain multi-year technology license and labor forecasts to support strategic IT planning. Support technology business operations through strategic planning, resource management, workforce analytics, and organizational reporting. Develop and maintain executive dashboards, scorecards, and monthly operational reporting for technology leadership. Drive the definition, governance, and reporting of operational metrics, KPIs, and OKRs across the technology organization. Provide backup support for technology financial management processes, including invoice processing, budget administration, and expense tracking. Govern and manage strategic IT workforce programs, including the IT Career Development Program, IT Internship Program, certification initiatives, and other technology workforce programs. Develop and maintain program charters, governance frameworks, standards, policies, and operating procedures. Partner with IT leaders to identify workforce capability gaps and align programs with technology strategy and business objectives. Establish, monitor, and report on workforce-related KPIs and OKRs, providing insights and recommendations to IT leadership. Manage program execution, budgets, communications, stakeholder engagement, risks, and continuous improvement initiatives. Support initiatives that strengthen technical capabilities across IT, including cybersecurity, cloud, infrastructure, software engineering, AI, and data & analytics. Govern technical certification and workforce readiness programs, including OWASP Secure Coding Training and other technology-focused initiatives. Leverage Gartner, Info-Tech, and other industry research to identify workforce trends and inform technology workforce strategies Lead Technology All Hands planning, coordination, and execution, including agenda development, communications, speaker management, and stakeholder engagement. Lead technology communications strategies and initiatives, including IT and enterprise-wide communications, leadership messaging, organizational updates, and technology awareness campaigns. Establish and oversee a technology speaker series and training studio to deliver technical presentations, knowledge-sharing sessions, podcasts, and innovation-focused content across the organization. Provide leadership and strategic direction for the IT Culture Committee (iTogether), driving initiatives that strengthen collaboration, engagement, recognition, and IT culture. Develop executive presentations, dashboards, workforce analytics, and governance updates for IT leadership. Will require occasional travel to tech hubs, universities, recruiting events, conferences, hackathons, and other strategic locations.
