Position Summary The IT Manager – Federal Modernization an Systems Integration will provide leadership and oversight for technology modernization, systems integration, enterprise application implementation, and digital transformation initiatives supporting federal government programs. This role will be responsible for planning, implementing, and managing complex IT projects that improve business operations, enhance service delivery, and support mission objectives across federal organizations. The successful candidate will have extensive experience supporting federal agencies, leading enterprise technology initiatives, and managing cross-functional teams through the implementation and integration of new systems. The IT Manager will serve as a key liaison between business stakeholders, technical teams, vendors, and government leadership to ensure successful project delivery, operational readiness, and user adoption.

Requirements

Bachelor's degree in Information Technology, Computer Science, Information Systems, Engineering, Business Administration, or a related field.
10+ years of progressive IT management or technology leadership experience.
5+ years supporting federal government IT programs and initiatives.
Experience leading enterprise modernization, implementation, or technology transformation projects.
Experience integrating legacy applications with modern enterprise platforms.
Strong knowledge of systems integration methodologies, enterprise architecture principles, and technology implementation best practices.
Experience supporting enterprise application environments within federal agencies.
Experience managing project schedules, budgets, risks, and deliverables.
Strong written and verbal communication skills.

Nice To Haves

Experience supporting records management, information management, or digital transformation initiatives.
PMP, ITIL, Agile, Scrum, or related certification.
Experience with Oracle or other ERP and enterprise business applications.
Experience supporting data migration, system conversion, or application consolidation efforts.
Knowledge of NIST, FISMA, FedRAMP, and related federal compliance frameworks.

Responsibilities

Lead and oversee technology modernization initiatives supporting federal agency operations.
Develop and execute IT roadmaps, implementation plans, and transition strategies for enterprise systems.
Provide leadership for large-scale IT projects involving system implementation, modernization, integration, and business process improvement.
Collaborate with government stakeholders to align technology solutions with mission objectives and operational requirements.
Lead integration efforts between legacy systems, enterprise platforms, and newly implemented technologies.
Coordinate end-to-end system implementation activities, including requirements gathering, testing, deployment, and operational transition.
Support data migration and conversion efforts associated with modernization initiatives as needed.
Lead organizational readiness, training, communication, and user adoption efforts for system deployments.
Coordinate with vendors, contractors, and government personnel during implementation and sustainment activities.
Ensure compliance with federal security, privacy, and governance requirements while managing project risks.
