About The Position

The N.C. Department of Agriculture and Consumer Services is seeking an IT Manager for Business and Technology Applications. This role is responsible for managing and developing employee skills to meet agency objectives, including creating individualized plans, providing feedback, and troubleshooting obstacles. The position involves interviewing and evaluating job applicants, making hiring decisions, and determining salaries. The incumbent must have a comprehensive understanding of software architecture design, providing guidance and overseeing integration of network and development teams. Project management duties include collaborating with the Department’s Project Manager to allocate resources, coordinate planning for large-scale installations or technology enhancements, evaluating budgetary needs, and recommending priorities. The position also demands the ability to support shifting timelines, deliver presentations, resolve issues promptly, and monitor staff workflow. Technical leadership responsibilities include offering expertise in both technical and business matters to resolve application development and production issues, overseeing issue tracking, reviewing subordinate work, and demonstrating initiative in addressing unforeseen challenges. Additionally, this role is responsible for overseeing and managing the organization's Azure DevOps and GitHub environments, ensuring secure and efficient workflows, maintaining proper access controls, coordinating repository management, and supporting continuous integration and delivery processes.

Requirements

  • Bachelor's degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work; OR Associate degree in Computer Science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least two years of experience in programming and applications analysis or related work; or an equivalent combination of education and experience.
  • Ability to communicate clearly, concisely, and respectfully in both written and verbal formats with a variety of audiences.
  • Skilled in delivering engaging and well-structured presentations.
  • Proficient in analyzing and interpreting business rules and conveying complex concepts in an accessible manner.
  • Strong time management skills, with the ability to effectively plan, prioritize, and manage workloads.
  • Capable of delegating responsibilities, motivating team members, and utilizing strong planning and organizational abilities to manage projects and staff.
  • Adaptability and flexibility in dynamic work environments.
  • Able to work independently as well as collaboratively within the agency and with external partners.
  • Professionalism and efficiency when handling multiple tasks simultaneously.

Nice To Haves

  • Prior programming experience utilizing SQL Server databases, Microsoft. Net technologies, reporting tools, GIT, and Azure DevOps.
