About The Position

Multnomah County’s Department of County Assets (DCA) is seeking a collaborative Limited Duration Assignment (LDA) IT HMIS Training Project Manager to lead a vital regional initiative: the HMIS Software Technology User Training Project. In this role, you will help combat homelessness across Multnomah, Clackamas, and Washington counties by empowering county teams, non-profit partners, and community members to utilize data-driven solutions effectively. The Homeless Management Information System (HMIS) serves roughly 130 provider agencies and is a critical cornerstone of our region's support network. The HMIS Software Technology Training Project Manager is responsible for designing, implementing, and delivering comprehensive training programs for the Homeless Management Information System (HMIS). This role ensures that county/agency staff, contracted non-profit service providers, and community stakeholders are fully equipped to enter accurate data, navigate the software, effectively follow Homeless Response System workflows, and comply with federal (HUD) and local data standards. This is a full-time, Limited Duration Assignment (LDA) expected to last up to two (2) years.

Requirements

  • Training and experience equivalent to a Bachelor’s degree AND Three (3) years of professional experience in IT project management, change management, or technology implementation that demonstrates your ability to perform the duties of this position. (Equivalency targets 7 years of qualifying training and/or work experience).
  • Proven experience with large-scale organizational change efforts.
  • Demonstrated ability to establish project scopes, track milestones, manage resource allocations, and monitor project budgets.
  • Ability to pass a thorough criminal records check.

Nice To Haves

  • Change management certification (e.g., Prosci, CCMP) is highly desirable.
  • Instructional Design Certification or qualification
  • Project management certification (e.g., PMP) is a plus

Responsibilities

  • Apply a structured framework (e.g., Prosci, ADKAR) to define project scope, goals, documentation, budgets, and milestones for the HMIS training implementation.
  • Facilitate critical consensus building with tri-county senior leaders on the Leadership Council, regional project teams, and core system administrators to align goals.
  • Conduct comprehensive training readiness analyses to identify critical organizational impacts, establish clear success metrics, and monitor overall change progress.
  • Proactively identify areas of employee resistance to technology updates and coach managers to serve as effective change leaders for their teams.
  • Design and distribute consistent project updates and communications tailored specifically for senior leadership, managers, and front-line employees.
  • Serve as the primary technical and relational link between core project delivery teams and impacted county and community business areas.
  • Organize and facilitate interactive meetings with partner groups to map local user needs, build regional consensus, and manage project outcomes.
  • Consult directly with clients, staff, and partners to smoothly handle system changes, resolve workflow challenges, and manage project risks.
  • Build deep functional proficiency in the HMIS software to design, update, and maintain role-tailored user guides, quick-reference sheets, and video tutorials.
  • Partner directly with community-based organizations and system end-users to ensure all training programs remain sustainable and highly relevant.
  • Administer the Learning Management System (LMS) to manage course enrollments, track participant progress, and issue required system access certifications.
  • Leverage participant feedback loops and post-production help mechanisms to spot user knowledge gaps and deliver targeted refresher courses.
