About The Position

The City of Savannah's Innovation & Technology Services (ITS) Department is seeking an experienced, visionary, and collaborative IT Enterprise Solutions Manager to lead the City's Enterprise Solutions team and drive the continued evolution of our Microsoft 365 digital workplace. This leadership role offers the opportunity to shape how City employees collaborate, communicate, and deliver services by overseeing the strategy, governance, administration, and continuous improvement of the City's Microsoft 365 environment. As a member of the ITS Leadership Team, the new IT Enterprise Solutions Manager will serve as a trusted advisor to City leadership, providing strategic guidance on technology investments that improve operational efficiency, enhance collaboration, and support the City's long-term strategic goals. The successful candidate will combine technical expertise with exceptional leadership skills to inspire a high-performing team while delivering innovative, secure, and scalable enterprise solutions that serve employees across the organization. This position plays a critical role in advancing digital transformation initiatives by promoting modern collaboration tools, low-code solutions, automation, and enterprise content management while ensuring technology solutions remain secure, scalable, and aligned with organizational priorities.

Requirements

  • Bachelor's degree in Computer Science, Information Systems or Business Administration plus four years of increasingly responsible experience in Information Technology, including two years of supervisory experience; or any equivalent combination of education, training, and experience.
  • Demonstrated experience administering Microsoft 365 tenants, with deep expertise in SharePoint Online and Microsoft Teams.
  • Demonstrated experience with Microsoft Power Platform, including Power Apps and Power Automate.
  • Experience with M365 licensing management and cost optimization strategies.
  • Experience managing or leading a technical team.
  • Demonstrated commitment to delivering an excellent customer experience.
  • Working knowledge of PowerShell scripting for M365 administration and tenant management.
  • Ability to establish and maintain strategic relationships with stakeholders across the City.
  • Demonstrable knowledge of the organization of Municipal Government and the interplay between various collaborators
  • People Skills: Build and manage interpersonal relationships; ability to influence and win respect; active listening; positive role model; fairness.
  • Technical Skills: Expert-level knowledge of SharePoint Online architecture and governance; strong proficiency with Microsoft Teams administration; experience working with the Power Platform; familiarity with GIS concepts and tools.
  • Skill in researching new technologies and evaluating new systems as they have potential to benefit the City .
  • Skill in oral and written communication.

Responsibilities

  • Administers and governs the City's Microsoft 365 environment, including SharePoint Online, Microsoft Teams, Power Platform, and related tools.
  • Designs, builds, and maintains SharePoint sites and collaborative workspaces in alignment with ITS Security policies and City standards.
  • Develops and enforces M365 governance policies, including access controls, naming conventions, and content lifecycle management.
  • Provides technical direction and oversight to team members, including project managers, trainers and GIS personnel.
  • Manages relationships across departments to assess digital needs and deliver enterprise solutions that improve workflows and deliver efficiency.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates with the ITS PMO on project intake, prioritization, and delivery of Entrprise Solutions initiatives.
  • Coordinates with a training staff that will drive adoption and utilization by city staff on M365 tools and platforms.
  • Evaluates emerging Microsoft technologies and makes recommendations for adoption.
  • Leads and mentors staff in the function of software support and low-code development.
  • Performs other related duties as assigned.
