About The Position

This position supports an assigned program area in an hourly capacity and performs duties as assigned. The role involves ensuring compliance with VDOT and COV policies, procedures, and guidelines. It also includes serving as the Contract Administrator for contracts related to Transportation Operations Technology Support Services and production system support for the 5 regional VDOT Traffic Operations Centers. The analyst will consult on the VDOT IT procurement process, work with internal business areas, IT subject matter experts, and contracting officers to ensure VDOT needs and legal obligations are met, and will liaise with VITA counterparts to promote VDOT business and technology goals. Additionally, the role requires providing status reports, participating in strategic planning, preparing documentation, developing and updating user manuals, preparing training materials, and conducting user training. The analyst will also develop policies, guidelines, and standard operating procedures, review and update best practices, collaborate with team members on projects, share knowledge, and provide support, development, and maintenance for new and existing projects, serving as a senior technical resource.

Requirements

  • Ability to analyze complex business problems and data including applying, interpreting, and refining policies and procedures.
  • Ability to analyze, design, develop, troubleshoot and implement technology solutions.

  • Ability to perform business process analysis, procurement, and contract administration in a technical systems environment.
  • Knowledge of application development and associated trends.
  • Knowledge of contract management including reading and interpreting legal documents, terms, and conditions.
  • Knowledge of information technology concepts and trends.
  • Knowledge of project management methodologies.
  • Skill in researching best practices and applying them to VDOT's guidelines and policies.
  • Skill in the use of computers and software applications including Microsoft Project and MS Office Suite.

Nice To Haves

  • A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field is desired.
  • Experience in Directives Management to include set-up, development, versioning, tracking and change management.

Responsibilities
