About The Position

The Nebraska Department of Labor is seeking an IT Business Systems Analyst to contribute to the design, development, implementation, and maintenance of agency systems, integrations, and interfaces. This role requires a strong analytical mindset and creative problem-solving skills to handle challenging daily tasks. The position is on-site in Lincoln, Nebraska.

Requirements

  • Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications.
  • Successful candidate will be required to complete and pass a Federal Background Check, which includes being fingerprinted.
  • Knowledge of: system analysis and design; needs assessment techniques; information requirements analysis; specification development and writing; network application interfaces; business and organizational planning.
  • Skill in: facilitation to solve problems; analyzing needs and product requirements to create a design; troubleshooting; using logic and analysis to identify the strengths and weaknesses of different solutions.
  • Identifying the nature of problems; conducting tests to determine whether equipment, software, or procedures are operating as expected; reading comprehension; active listening; judgment/decision making; determining long-term outcomes of a change in operations.
  • Ability to: think creatively, think logically (combine, evaluate, and reason with information and data to make decisions and solve problems); analyze statutes, regulations, policies, guidance, and business system operations/functions for automated technical solutions; comprehend information; combine separate pieces of information, or specific answers to problems, to form general rules or conclusions; obtain information needed to do the job; evaluate information against a set of standards and verify that it is correct; implement ideas and programs; document/record information; develop objectives and strategies; plan, coordinate, document system developments and updates; facilitate system problem solving, troubleshooting, testing, training and implementation; actively listen.

Nice To Haves

  • Associate or bachelor's degree in Business or Information Technology or a minimum of two years' experience as a Business Analyst working with large, complex enterprise-scale systems.
  • Previous business analytic experience and/or training.
  • Unemployment and workforce industry knowledge or experience is preferred.
  • Experience with NEworks application.

Responsibilities

  • Lead IT projects and perform business process analysis, design, and management for business applications by serving as a liaison between business end-users and developers/vendors.
  • Analyze and document business systems requirements.
  • Communicate the needs of the business users to technical staff; present ideas in business and user-friendly context.
  • Work on multiple projects of high complexity simultaneously.
  • Act as a change agent to respectfully challenge the norm, and to critically analyze and solve problems of a complex nature.
  • Assist with application upgrades/modifications, including timelines, identification of team responsibilities, oversight of systems, conduct tests, analyze results, and work closely with the IT Application Developers to implement change modifications.
  • Provide technical support for users by producing and maintaining process and system documentation.
  • Train users on new procedures and systems.
  • Strong communications skills are a must.
