About The Position

The IT Application Developer is responsible for the advanced analysis, development, troubleshooting, maintenance, and enhancement of enterprise applications and related interfaces. This position works with limited supervision to identify and resolve complex application, programming, and data issues and to recommend and implement improvements that enhance system performance, reliability, functionality, and user experience. The IT Application Developer works closely with Information Technology staff, business users, and management to understand business requirements, translate them into technical solutions, and deliver high-quality applications that meet organizational needs and established IT standards. The position provides specialized technical expertise to the IT team and serves as a resource for complex application and integration issues.

Requirements

  • Three years of experience in information technology; OR Six years of full-time work experience in any field plus one year of experience in information technology; OR An associate's degree in information technology plus one year of experience in information technology; OR A bachelor’s degree plus one year of experience in information technology; OR A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field; OR A master’s degree.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
  • Foundation in C# and object-oriented programming.
  • Basic SQL and data reasoning skills.
  • Ability and patience to work through unfamiliar code and technical problems.
  • Demonstrated ability to learn new technologies independently.

Responsibilities

  • Performs set-up and maintenance of forms and templates for the agency's computer applications.
  • Responsible for reports maintenance of standard system reports and reporting views of ad hoc reports.
  • Creates and runs complex ad hoc reports requiring extensive knowledge of system relationships for verification of data integrity and to provide data to various outside users such as the Legislative Auditor and Actuary.
