About The Position

This role involves designing, implementing, and overseeing operations for VDOT information technology projects and programs, ensuring alignment with IT strategies. The position requires analyzing data, monitoring performance, developing policies and procedures, and resolving complex issues. A key focus is providing leadership for data development projects, including data warehousing, master data management, and supporting the implementation of data governance. The role also entails coordinating project activities with customers, consultants, and senior management to support the ITAD Strategic Plan.

Skill in the use of computers and software applications including Microsoft Project and MS Office Suite.
Ability to commit to and meet deadlines.
Ability to communicate effectively orally and in writing with both technical and non-technical stakeholders.
Knowledge of data modeling, data architecture, and performance tuning in a cloud data environment.
Knowledge of extraction, transformation, and loading (ETL) tools and techniques, as well as data warehousing principles and design approaches.
Knowledge of the capabilities of IBM Infosphere DataStage, Databricks, Azure, and Azure Data Factory.
Skill in SQL and working with relational databases and large datasets.

Nice To Haves

A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration, or related field desired.
Experience building and maintaining production-grade data pipelines and integrations between multiple systems.
Experience supporting advanced analytics, machine learning, or AI use cases on modern data platforms.
Experience with Azure data services (e.g., Azure Synapse, Azure Data Lake, Azure Databricks) and Azure Data Factory in production environments.
Experience with infrastructure-as-code and CI/CD for data workloads.
Knowledge of data governance, security, and compliance frameworks.

Responsibilities

Comply with VDOT and IT policies, standards, and guidelines, ensuring all projects adhere to VDOT and COV policies, procedures, and guidelines.
Provide status reports on project plans, timelines, schedules, and progress updates. Participate in strategic planning for systems.
Prepare documentation, develop and update user manuals, and prepare materials for and conduct user training.
Develop policies, guidelines, and standard operating procedures related to assigned technology program areas. Document best practices, and review and update policies and guidelines as changes occur.
Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation.
Serve as Project Lead for initiatives and projects related to assigned technology areas. Coordinate work of team members, and provide guidance, advice, and technical assistance.
Serve as lead developer. Develop project plans that guide software development plans throughout its lifecycle.
Support development and maintenance of projects; maintain and resolve issues for existing projects and systems. Develop and support new projects. Serve as a senior technical resource.
Work with peers and subordinates to define strategic direction for assigned technology programs. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
