About The Position

The Defense Sector at Leidos is currently looking for an ISR Subject Matter Expert. The ISR Subject Matter Expert provides expert-level leadership, analysis, and operational support across the full spectrum of Intelligence, Surveillance, and Reconnaissance (ISR) activities. This role supports senior leaders, Combatant Commands, and national-level intelligence organizations by delivering authoritative ISR expertise, multisource analysis, and high-impact operational assessments. You will lead planning, execution, sustainment, and training activities that ensure ISR processes remain precise, interoperable, and aligned with evolving operational requirements and intelligence authorities.

Requirements

  • US Citizen with an active Secret clearance.
  • Bachelor’s degree and 4+ years related experience or Master’s degree and 2+ years related experience. Additional experience may be considered in lieu of a degree.
  • Minimum 4 years supporting military operational activities; minimum 5 years Targeting experience.
  • C5ISRT (Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance) and Targeting Experience.
  • Experience developing target packages and target list with detailed intelligence, capabilities and vulnerabilities.
  • Experience in supporting multi-domain mission planning and effects-based targeting.
  • Experience with automated targeting tools (e.g. JTT, MIDB) and Service specific fire control systems.
  • Shall have a deep understanding of the F2T2EA Cycle and the data tools and techniques utilized for each phase of targeting.
  • Analyze the operational effectiveness of targeting systems in various scenarios and environments.
  • Evaluate the impact of emerging technologies and trends on Targeting systems.
  • Working knowledge of U.S, NATO, and coalition partner targeting processes, procedures, and systems.
  • Apply analytical tools and methodologies to assess targeting system performance and identify areas for improvement.
  • Must possess skills to communicate effectively and clearly in written reports and verbal presentations.
  • Must possess skills to interview operational and technical military, civilian, and contractor to efficiently and accurately extract information.
  • Must possess analytical skills to identify capabilities and limitations, assess operational impacts and provide focused, achievable recommendations.
  • Experience supporting assessments of targeting system performance in various operational scenarios and environments.
  • Familiarity with emerging technologies and their potential applications to ISR and targeting systems.

  • Active Top Secret with eligibility for CUI, NATO Secret, ACCMs, SCI and SAPs.
  • Previous experience supporting operations within a Joint Air Operations Center, Joint Intelligence Operations Center, or comparable military organization.

Responsibilities

  • Provide planning, preparation, research, coordination, and execution of ISR-related tasks, delivering authoritative analysis and subject-matter expertise.
  • Develop and deliver detailed analytical reports, workflow visualizations, mission-thread products, and executive briefings that support intelligence-driven decision-making.
  • Conduct structured testing activities to validate ISR processes, systems, and mission-partner interoperability.
  • Report task progress to Senior Program Management Analysts and government leads, ensuring accuracy, transparency, and timely updates.
  • Conduct internal training aligned to ISR subject-matter expertise, strengthening team proficiency and operational readiness.
  • Support sustainment efforts to ensure consistent quality, efficiency, and productivity across all assigned ISR tasks.
  • Communicate clearly and effectively in written reports and verbal presentations, translating complex intelligence concepts for diverse audiences.
  • Interview military, civilian, and contractor personnel to efficiently extract operational and technical information required for ISR analysis.
  • Apply advanced analytical skills to identify capabilities and limitations, assess operational impacts, and provide focused, achievable recommendations.
  • Demonstrate expert knowledge of DOW and national intelligence organizations, authorities, and capabilities, ensuring alignment with joint and national intelligence frameworks.
  • Apply expert understanding of joint intelligence cycles to synchronize ISR planning, tasking, collection, analysis, and dissemination.
  • Analyze multisource intelligence to assess threats, support mission planning, and enable decision-quality recommendations for military operations.
  • Demonstrate experience in at least five ISR phases: Planning/Tasking, Collection Methods & Collection Management, Processing & Exploitation, Analysis & Production, and Dissemination.
