The IS Application Manager supervises an assigned team in the development and maintenance of specific applications or functions. This role involves performing hands-on coding for application developments, leading and managing software engineering teams responsible for the design, development, implementation, and support of enterprise applications using Java, Spring Boot, React, and open-system technologies. The manager will provide technical leadership, strategic direction, and engineering oversight for complex application development and modernization initiatives, establishing and communicating the technical vision, engineering strategy, and development roadmap in alignment with business and technology objectives. Key responsibilities include leading the architecture and development of scalable, secure, resilient, and highly available full-stack applications, APIs, and microservices, partnering with enterprise and solution architects to define application architecture, technology standards, integration patterns, and modernization strategies. The role also oversees the development of Java/Spring Boot backend services, RESTful APIs, microservices, and React-based user interfaces, driving the modernization of legacy applications and platforms toward open-system, API-driven, cloud-ready, and microservices-based architectures. The manager will handle multiple projects and development initiatives, ensuring successful delivery of high-quality solutions within established timelines and budgets, and establishing engineering standards and best practices for coding, architecture, testing, security, DevOps, deployment, and production support. Additionally, the role involves conducting and overseeing technical design reviews, code reviews, architecture assessments, and technology evaluations, as well as building, developing, and retaining a high-performing engineering team through effective hiring, coaching, mentoring, performance management, and career development. Providing technical mentorship and guidance to Engineering Leads, Senior Engineers, and development team members, and creating a culture of engineering excellence, continuous improvement, collaboration, accountability, and innovation are crucial. The manager will work closely with Product Owners, Business Analysts, Project Managers, Architects, Infrastructure, Security, QA, and Operations teams to deliver business solutions, translating business requirements and strategic objectives into technical solutions, development plans, and measurable engineering outcomes. Managing technical risks, dependencies, resource constraints, and architectural challenges across projects and teams, and establishing metrics and processes to monitor engineering productivity, quality, application reliability, delivery performance, and operational health are also key. Driving adoption of modern Agile, DevOps, CI/CD, automated testing, cloud, and observability practices, and ensuring applications comply with enterprise security policies, architecture standards, regulatory requirements, and operational controls are essential. The role includes overseeing production support and incident management for critical applications, ensuring timely resolution of complex technical issues, and identifying opportunities to improve system performance, scalability, resiliency, maintainability, and cost efficiency. Managing vendor relationships and third-party technology partnerships when applicable, and preparing and communicating technical strategies, project status, risks, and recommendations to senior technology and business leadership are also part of the responsibilities. Evaluating emerging technologies and determining their applicability to the organization's technology strategy and engineering roadmap, and promoting the responsible use of AI-assisted development and modern engineering productivity tools to improve software delivery and developer effectiveness are also expected.
