About The Position

The Department of Economic Security, Office of the Director, is seeking an experienced and highly motivated professional to join our team as an Investigator Senior. This position will serve as a Threat Liaison Officer and it report under the direction of the DES Office of Inspector General, Protective Services Administration (PSA) senior leadership. This position monitors intelligence networks, responds to incidents where there is a suspected threat at a DES facility, conducts investigations on individuals alleged to have made a threat, works with Internal Affairs when a threat is communicated by a DES employee, and recommends mitigation efforts to ensure site and employee safety. The TLO may be assigned additional tasks or responsibilities as determined by the Security Operations Administrator.

Requirements

Federal, state and local laws relating to security, law enforcement, search and seizure, arrest and use of force procedures firearms and tactics utilized in emergency situations
Emergency procedures; security, fire and environmental alarm systems and the action appropriate in the event of their activation
First Aid
Electronic devices (i.e. radio and communications, computers, monitors, recording, and photography) and other security equipment
Personal computer operations in a network environment
Evidence handling procedures, crime analysis, investigation and Intelligence gathering
Methods and techniques of statistical research, analysis, and probability modeling
Google Suite products
Understanding complex written documents and policies, and interpreting how those policies should be applied at a local level
Preparing and editing official correspondence, training materials and reports to include format, edit tables and charts
Understanding and applying crisis management techniques
Reviewing and analyzing data and information from multiple sources to extract facts
Reviewing and evaluation of activities and develop effective methods for improvement
Presenting training in individual, small and large group settings
Industry physical security standards
Establish effective working relationships, both internal and external to the Department
Direct contracted staff toward the effective accomplishment of their duties and responsibilities
Perform all job duties and responsibilities in a safe and effective manner and not be hazard to self or others
Assume duties and responsibilities in the absence of the department supervisor for short periods
Develop local security policies and procedures at the direction of senior management
Conduct fact finding research
Utilize problem solving techniques
Maintain confidence and composure in high stress situations
Must be able to drive to and from locations in Arizona
Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults.
This position will require driving to and from within Arizona.
The ability to secure and maintain clearance from the Department of Child Safety (DCS) Central Registry and the Adult Protective Services (APS) Registry.
Due to the confidential, sensitive nature of information handled, successful completion of an Arizona Criminal Justice Information System (ACJIS) background check is required prior to receiving a job offer pursuant to 28 CFR 20.21(f)(4)(i).
Must obtain ACJIS Terminal Operator Certification within 30 days of hire and maintain certification throughout the course of this assignment with the unit.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Nice To Haves

Bachelors degree in Criminal Justice or related field preferred.
Experience may replace educational preferences.

Responsibilities

Develops, implements, and maintains security processes, practices and policies to reduce risks and responds to critical incidents in areas of physical facility and personnel security as a result of a perceived threat.
Assists in mitigating security situations involving contract security personnel, employees, and/or clients.
Identifies witnesses, liaisons with federal, state, and local law enforcement and/or emergency personnel as necessary and assist in investigative activities as needed.
Coordinates and implements site security, operations and activities to maximize protection of personnel and assets while ensuring optimal use of personnel and equipment.
Utilizes intelligence networks to analyze risk to DES sites and staff.
Performs threat analyses of sites and persons suspected of making threats to DES sites and staff.
Determines potential risk based on accepted industry standards and conveys that to applicable personnel.
Travel will be required for this position.
Assists all DES Divisions with the completion of any orders of protection (OOP), injunctions against harassment (IAH), injunctions against harassment in the workplace (IAH-W), and assists in training other PSA personnel for those processes.
