About The Position

The Alberta Serious Incident Response Team (ASIRT) is responsible for investigating serious and sensitive incidents (Level 1) and allegations of statutory offences (Level 2) under the Police Act. These investigations involve events where an allegation of a statutory offence does not reach the threshold of a Level 1 investigation. The Investigations Manager (Level 2) is instrumental in the continued development of the ASIRT and the Police Review Commission program, including liaison with Alberta Police agencies on investigations that fall within ASIRT’s mandate. This position will be responsible for the supervision of an integrated team of experienced police officers and civilian investigators, ensuring that ASIRT's investigative best practices are followed. This position case manages criminal investigations not rising to the threshold of level 1 (serious and sensitive).

Requirements

  • University graduation in a related field, plus six years of progressively responsible experience.
  • Advanced knowledge of the Police Act, Criminal Code, Canada Evidence Act and other applicable legislation is mandatory.
  • Candidates must be prepared to travel anywhere within Alberta, to the Yukon, and other Provinces and Territories as required.
  • Final candidates will be required to undergo and pass a federal and maintain that level of security throughout their employment at ASIRT.
  • Background checks, including a review of previous law enforcement service history and disciplinary history, will be considered
  • A valid class 5 Drivers license is required.
  • The successful candidate must be eligible for a Peace Officer appointment in Alberta.
  • Final candidates for this position may undergo a medical assessment.

Responsibilities

  • Leading the development of investigative policies and procedures, and providing quality control of the investigative process, disclosure, case management and administrative functions that support ASIRT's investigative process
  • Building and maintaining strong relationships with internal and external stakeholders and communicating with them to resolve conflict and reach optimal solutions
  • Providing recommendations to ASIRT's Director of Investigations/ Executive Director concerning the quality and thoroughness of level 2 (allegations of statutory offences) investigations
  • Oversight, management and review of ASIRT’s statutory investigations to ensure they are fulsome, impartial, and compliant with ASIRT’s Business Rules.
  • Ensuring disclosure of investigative files meets the highest standards of the Alberta Crown Prosecutor Service and the Courts
  • Supervise an investigative team, including evaluating daily work, completing performance assessments and ensuring effective day to day operations of the team.
  • Managing unit financial resources in accordance with government procedures, and raising emerging issues concerning unit finances to senior/executive leadership
  • Seeking and documenting appropriate approvals for business activities such as budget, travel, training and procurement.
  • Develop and maintain ASIRT's credibility and working relationships with various external bodies such as police services, police commissions, law enforcement organizations, police associations and community groups.
  • Foster and maintain the investigative excellence and reputation of the organization.
