Our client is leading Indiana’s 5-year Rural Health Transformation Program, including the Make Rural Indiana Healthy Again Regional Grants, a historic $600M investment to strengthen healthcare access, prevention, and system resilience across 64 fully rural and nine partially rural counties. This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes. This is a high-impact role focused on advancing data exchange, interoperability, and health information infrastructure to improve coordination, access, and outcomes across healthcare and public health systems. About the Role As the Interoperability & HIE Modernization Project Manager, you will lead projects that advance health information exchange capabilities and interoperability across healthcare, public health, and community partners. In this role, you will support statewide modernization efforts by driving adoption of interoperability standards, improving data exchange frameworks, and enabling more connected and coordinated care systems. You will manage complex, multi-stakeholder initiatives involving technical, operational, and policy teams, ensuring successful project execution, vendor coordination, and long-term sustainability. This role requires strong project leadership, technical understanding of interoperability concepts, and the ability to navigate complex environments with evolving requirements and high visibility.

Requirements

  • Bachelor’s degree from an accredited university in public health, health informatics, information systems, or a related field; master’s degree preferred
  • Experience in project or program management within healthcare, health IT, or data/interoperability initiatives
  • Experience in healthcare operations, public health, health IT, or a related field
  • 5 years
  • Demonstrated experience managing complex, multi-stakeholder programs or projects
  • Strong project management, organizational, and analytical skills
  • Exceptional written and verbal communication skills, including experience presenting to leadership and external stakeholders
  • Experience managing vendors, contracts, or external partners
  • Proficiency with Microsoft 365 and project management or collaboration tools

  • Working knowledge of healthcare data exchange, interoperability concepts, or HIE environments

Responsibilities

  • Lead the execution of interoperability and HIE modernization initiatives that support statewide health data exchange.
  • Lead the planning, execution, and delivery of interoperability and HIE modernization projects
  • Develop and manage project plans, timelines, budgets, risk registers, and performance metrics
  • Ensure projects are delivered within scope, schedule, and budget
  • Support other related rural health transformation activities, as requested
  • Coordinate across internal teams and external partners to drive alignment and successful project outcomes.
  • Coordinate with internal teams, including IT, legal, finance, and initiative leads, as well as external partners such as vendors, providers, regional coalitions, and stakeholders
  • Facilitate stakeholder engagement, communication, and change management activities
  • Build and maintain strong working relationships across technical, operational, and policy stakeholders
  • Prepare briefings, reports, and presentations for leadership and partners
  • Manage vendor performance and project execution to ensure high-quality delivery and alignment with organizational goals.
  • Manage vendor relationships, including contract oversight, deliverable tracking, and performance management
  • Track project progress, identify risks and issues, and implement mitigation strategies
  • Ensure project activities align with organizational strategy and long-term sustainability objectives
  • Support the adoption of interoperability standards and the development of scalable data exchange infrastructure.
  • Support adoption of interoperability standards and best practices, including HL7, FHIR, APIs, and data sharing agreements
  • Contribute to development of scalable, sustainable data exchange frameworks
  • Support integration efforts across healthcare, public health, and community systems
  • Ensure alignment with broader interoperability and HIE modernization goals
