About The Position

This internship is situated in the Aviation Security and Cybersecurity Policy (ASP) Section, Aviation Security and Facilitation (ASF) within the Air Transport Bureau (ATB). ASF carries out activities under the ICAO Strategic Objective Security and Facilitation and is responsible for the development and maintenance of Standards and Recommended Practices (SARPs) of Annex 17 – Aviation Security and Annex 9 – Facilitation, and associated plans, guidance and training material, for providing advice and assistance to States on their implementation and for managing the ICAO Universal Security Audit Programme - Continuous Monitoring Approach (USAP-CMA) which is aimed at ensuring the effective implementation by States of security related Standards of these Annexes. ASF provides support to ICAO governing bodies: Assembly, Council and its Committees, including the Aviation Security Committee (ASC), Air Transport Committee (ATC), the Air Navigation Commission (ANC), the Ad-Hoc Coordination Committee on Cybersecurity (AHCCC) and expert groups, including but limited to the Aviation Security (AVSEC) Panel, the Cybersecurity (CYSEC) Panel and the Facilitation (FAL) Panel. ASF establishes and manages the relations and formal agreements with other UN Agencies and international and regional organizations in the fields of aviation security, border management and security, aviation cybersecurity, counter terrorism, and transnational criminality. It participates in the UN Global Counter Terrorism Compact and its working groups, supports the implementation of relevant UN Security Council Resolutions and prepares the ICAO Secretary General reports to the UN Security Council Counter Terrorism Committee. The ASP Section is responsible for developing new and amended SARPs relating to the security of the international air transport system; developing and updating Annex 17 – Aviation Security; and managing and overseeing the work programme of the AVSEC and the CYSEC Panels and their working groups. The Section is also mandated to ensure the continued development of aviation security and cybersecurity guidance material, including the Aviation Security Manual (Doc 8973); and provide support to the Assembly, the Council, the ASC, and the AHCCC. The incumbent reports to the Chief, ASP Section, with whom s/he consults on complex issues, and will collaborate with other Section staff, as required, to undertake the responsibilities of the position.

Requirements

  • At the time of application, candidates are required to be enrolled in at least an undergraduate degree programme (first-level university degree or higher) in a field of study related to aviation, international relations, security, political science, law or other related fields.
  • Applicants pursuing studies in States where higher education is not divided into undergraduate and graduate stages should have completed at least two years of full-time studies at a university or equivalent institution towards the completion of a degree.
  • Fluent reading, writing and speaking abilities in English.

Nice To Haves

  • Proficiency in Microsoft Office, including Word, Excel and PowerPoint, is essential.
  • Practical experience in inter-departmental communication and events organization.
  • Experience in using Power BI and AI platforms is desirable.
  • Practical experience in using collaborative documentation processing tools or work management platforms is desirable
  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Responsibilities

  • Assist in the development of a database of ICAO Annex 17 – Aviation Security Standards and Recommended Practices (SARPs), consolidating relevant background information scattered in other ICAO documentation;
  • Provide support to event management and coordination of ICAO Security Week 2026;
  • Provide support to ICAO participation in the follow up of UNOCT Counter-Terrorism Week 2026;
  • Provide support to the implementation of UNODC-ICAO Safe Skies;
  • Provide support to the Secretary of the Task Force on Artificial Intelligence (TF-AI) of the AVSECP and more generally to the use of AI in aviation security, and to support the ASP mandate;
  • Assist in the development of documentation and presentations related to ASP’s work, both in aviation security and aviation cybersecurity;
  • Provide content for the websites and secure portals associated with ICAO’s work on Aviation Security, as well as social media posts;
  • Perform other related duties.
