About The Position

Rivet Operations Company (“Rivet”) has an opening for a Intermediate Watch Analyst to join our rapidly growing team in the Alexandria, Virginia area. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical and cyber security, IT management, logistics, supply chain management, process improvement and development. The Intermediate Watch Analyst is a key personnel position responsible for overseeing watch operations within a 24/7/365 federal operational environment. This role ensures the accuracy, quality, and timeliness of all operational reporting, situational awareness products, and information flow. The position operates independently and may serve as the alternate to the Intermediate Project Manager/Watch Analyst as approved by the FPS Manager and/or COR. Candidates must possess a strong analytical background, excellent communication skills, and experience supporting high-tempo operational centers or emergency response environments.

Requirements

  • Ability to formulate and apply mathematical models or optimization techniques to operational challenges.
  • Ability to collect, interpret, and analyze data sets in support of management or operational decision-making.
  • Ability to work independently with limited oversight.
  • Strong communication skills, including written reports, briefings, and real-time operational updates.
  • Basic ability to produce GIS imagery and tools (training may be provided).
  • Familiarity with emergency management environments, operations centers, or first responder workflows.
  • Ability to rapidly learn DHS and FPS data systems and networks.
  • Capacity to work rotating shifts, weekends, holidays, and overnight schedules as part of a 24/7 operation.
  • Ability to type 65–70 words per minute.
  • Proficiency in Adobe products and Microsoft Office Suite (Excel, PowerPoint, Word).
  • Experience: Up to 5 years in operations centers, emergency management, dispatch, first responder work (law enforcement, fire, rescue), or related operational environments.
  • Education: Bachelor’s degree (BA/BS) required.
  • Operational Requirement: Ability to support rotating shift work, including nights, weekends, and holidays.
  • Position requires applicant to be a US Citizen and able to obtain the required security clearance for the position.

Nice To Haves

  • Experience supporting DHS, FPS, or federal operations centers.
  • Familiarity with incident management frameworks (ICS, NIMS).
  • Basic GIS skills (ArcGIS, QGIS, or similar tools).
  • Experience with COP systems, RFI management, or high-level operational reporting environments

Responsibilities

  • Responsible for the quality and accuracy of all deliverables and the performance of contract watch standers.
  • Manages and oversees watch floor functions, operational processes, and information flow.
  • Prioritizes tasks and coordinates information gathering across multiple FPS elements.
  • Maintains real‑time situational awareness of DHS-related events, threats, and incidents.
  • Participates in daily NOC Operations calls.
  • Briefs senior leadership on priority information requirements.
  • Reviews and approves incident reports and reporting products prior to distribution.
  • Produces, reviews, briefs, and ensures distribution of the Daily Operations Summary Report (DOSR).
  • Maintains and reviews watch turnover/pass-down reports.
  • Maintains and manages the RFI database, including assignment, tracking, review, and approval of RFIs.
  • Coordinates with operational partners to ensure timely and accurate RFI response.
  • Formulates and applies mathematical and optimization models to support decision-making and program evaluation.
  • Collects and analyzes data to support management decisions and operational objectives.
  • Develops decision-support software, tools, or analytical products as needed.
  • Produces limited GIS imagery to support reporting and situational awareness products.
  • Maintains the Common Operating Picture (COP).
  • Accesses, navigates, and utilizes DHS and FPS law enforcement systems and networks
  • Maintains distribution lists and telephone rosters.
  • Ensures continuous flow of accurate operational information across shifts and leadership.
  • Provides guidance and oversight to junior watch analysts as needed.
