About The Position

This Department of Defense position is part of the Acquisition Workforce Personnel Demonstration Project (AcqDemo). The incumbent assists the Asset Manager in supporting Missile Defense System (MDS) flight tests. The role coordinates with Test Resource programs, Test Resource Managers, ranges, and program elements to help ensure technical and financial execution goals are met and operational requirements are captured and executed. It also contributes to budgeting and Program Objective Memorandum (POM) activities and supports preparation of contract requirements packages, including performance work statements or statements of work, cost estimates, and funds availability statements. The position is coded as Foundational in Test and Evaluation. The selectee must obtain the required DoD Test and Evaluation Foundational certification within 36 months of entry and earn 80 Continuous Learning Points every 24 months. The position requires a Special Sensitive (TS/SCI) security clearance, is subject to drug testing, and requires financial disclosure. It is full-time, exempt, and occasionally requires overtime. The work schedule is Maxi Flex, and the position is situational telework eligible.

Requirements

Must be a U.S. citizen.
Must meet applicable Selective Service registration requirements.
Must be suitable for Federal employment as determined by a background investigation.
Must obtain and maintain a Special Sensitive (TS/SCI) security clearance.
Must obtain DoD Acquisition, Test and Evaluation Foundational certification within 36 months of entry into the position.
Must earn 80 Continuous Learning Points every 24 months.
Must complete required drug screening and may be subject to random drug testing.
Must meet the Individual Occupational Requirements for the 0801 and/or 1515 occupational series, as applicable, through qualifying education or the described education-and-experience alternatives.
For NH-03 qualification, must have one year of specialized experience equivalent to the NH-02/GS-11 level and meet at least two of the three listed experience areas: assisting with planning or execution of complex weapon system testing; aiding weapon system integration across agencies or directorates; or supporting development of test concepts, policies, or standards for verification, validation, or accreditation.
Must submit transcripts when using education to qualify; failure to provide them results in being rated ineligible.

Responsibilities

Assist the Asset Manager in supporting Missile Defense System flight tests.
Coordinate with executing Test Resource programs to help ensure technical and financial execution goals are met.
Provide input to the budgeting and Program Objective Memorandum process so program requirements are accurately articulated and test instrumentation is adequately resourced.
Work with Test Resource Managers, ranges, and program elements to ensure operational requirements are captured and executed.
Support the preparation of contract requirements packages and task orders, including performance work statements or statements of work, cost estimates, and funds availability statements.
