Interdisciplinary Engineer/ Physicist

Naval Air Systems Command•Patuxent River, MD

About The Position

This is a public notice flyer announcing anticipated vacancies through the Modified DoD Direct Hire Authority; it is not an application, and there may or may not be vacancies filled from the flyer. The position provides technical direction and senior leadership to engineering and technical staff working in Electronic Warfare (EW), Radar, Electro-Optic/Infrared, and Communications, Navigation, Identification (CNI) modeling and stimulation. The incumbent evaluates customer requirements, advises on potential uses of Electronic Combat Stimulation (ECSTIM) assets, and supports customers throughout the Test and Evaluation (T&E) process. The role develops and designs simulation/stimulation equipment and T&E procedures to evaluate and address issues for DoD programs implementing EW systems. It organizes special-project test execution and security setups across the branch, division, and department, and advises on divisional processes such as configuration management, peer reviews, requirements management, and standards compliance. It also provides technical leadership in analyzing and modifying processes and developing standards in support of simulation system development. The position requires advanced expertise in real-time EW simulation/stimulation, electronics and electrical systems, systems engineering, software development, and aircraft mission-system testing. The incumbent may travel from the normal duty station to locations in the continental United States and overseas, including remote or isolated sites, and must be able to travel on military and commercial aircraft for extended periods.

Requirements

  • At least one year of specialized experience at or equivalent to the GS-12/13 grade level or DP-04 pay band, demonstrating the specified specialized experience.
  • Experience formulating, directing, interpreting, and applying test planning, policy, and strategy to ensure scientific validity, adequacy, and efficiency in EW/Radar and communications stimulation systems.
  • Experience performing detailed analysis of complex programs to identify problems and recommend solutions.
  • Experience applying theories, concepts, principles, laws, rules, regulations, precedents, and procedures to scenario-based mission-systems performance testing within an installed systems test facility.
  • Experience managing multiple funding sources and executing funding efficiently.
  • Mastery of advanced concepts, principles, and practices of real-time EW simulation/stimulation, electronics/electrical systems, systems engineering, and software development.
  • Knowledge sufficient to design, develop, and integrate special hardware or software interfaces for RDT&E of aircraft mission systems.
  • Knowledge of hardware and software principles for developing real-time simulations of aircraft systems and associated sensor subsystems, including detection, countermeasure, and counter-countermeasure systems.
  • Advanced knowledge of programming languages, computer system architectures and operating systems, and real-time computation principles sufficient to support simulation software and hardware development and identify alternative approaches.
  • Experience working with network protocols such as Mil-Std 1553, AIRINC 429, RS232/422, Ethernet, and VME.
  • Thorough knowledge of NAWC-AD T&E processes and an overall understanding of aircraft and systems instrumentation, testing, and evaluation.
  • Problem-solving skills to absorb technical information and apply it to project objectives to reach sound solutions in a multidisciplinary team environment.
  • In-depth knowledge of and experience with T&E principles and processes sufficient to interpret customer test requirements and develop solutions using ECSTIM and ACETEF assets.
  • Ability to communicate expertly orally and in writing.
  • Meet the professional engineering education or alternative qualification standard described in the posting, including one of the listed engineering education, registration, examination, coursework, or scientific-degree-plus-experience pathways.
  • Must be a U.S. citizen and determined suitable for federal employment.
  • Must participate in the direct deposit pay program and successfully complete the required E-Verify employment verification process.
  • Must obtain and maintain an interim and/or final security clearance before entering on duty.
  • Must obtain the required DAWIA certification within established category timeframes.
  • Must successfully complete a pre-employment drug test and be subject to random testing.
  • Must be able to travel to CONUS and OCONUS locations, potentially remote or isolated sites, and travel on military and commercial aircraft for extended periods.
  • Males born after December 31, 1959, must be registered for Selective Service.

Responsibilities

  • Provide technical direction and senior leadership to engineering and technical staff in EW, Radar, Electro-Optic/Infrared, and CNI modeling and stimulation.
