About The Position

ICF’s transportation group works with clients to support effective transportation planning and program implementation, drawing on deep expertise in policy, technology, systems operations, data analytics, environmental and energy issues, resiliency, and communications. Our work includes strategic planning, research, advanced technology evaluation and deployment, outreach, and training for federal, state, and local governments. We are seeking an Intelligent Transportation Systems (ITS) Program Manager. The Program Manager serves as a senior leader responsible for planning, directing, implementing, and evaluating programs that support the mission and strategic priorities of transportation agencies. The Program Manager will work collaboratively across various ICF business units including transportation, communications, training, cybersecurity, and digital modernization.

Requirements

  • Bachelor’s degree.
  • 10+ years of experience managing complex transportation, technology, research, or related programs for government agencies.
  • Demonstrated knowledge or experience overseeing work involving ITS systems engineering, architecture, standards, automation, connectivity, data, cybersecurity, or other emerging transportation technologies.

Nice To Haves

  • Project Management Professional (PMP) certification or equivalent
  • Proven multi-project / multi-disciplinary management experience in leading teams and projects, ideally in the areas of vehicle automation and connectivity, transportation system operations, and/or emerging mobility planning, pilots and deployment
  • Strong written, verbal, client management, and leadership skills.

Responsibilities

  • Oversee the planning, execution, and monitoring of ITS consulting projects, ensuring delivery of high-quality products and services.
  • Identify project risks and develop mitigation strategies to maintain schedule, budget, and performance objectives.
  • Ensure standardized project management practices within the ITS team consistent with the Project Management Body of Knowledge (PMBOK).
  • Ensure program activities meet applicable contractual, agency, and federal requirements.
  • Build and maintain strong client and stakeholder relationships.
  • Lead and support proposal and business development activities.
  • Help shape program strategy in response to evolving transportation technologies, policies, and client needs.
