About The Position

As a CACI Intelligence Collections Operations Manager (COM), you will be responsible for directing, controlling, and scheduling collection from organic, theater, and national intelligence assets to satisfy the SOCNORTH Directorate of Intelligence (J2) and Commander’s Priority Intelligence Requirements (PIRs), as the Intelligence Collection Operations Manager (COM). Translate validated Collection Requirements (CRs) into detailed asset tasking. Select and synchronize the techniques and processes to collect tactical, operational, and strategic information using Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Geospatial Intelligence (GEOINT), Imagery Intelligence (IMINT), Open-Source Intelligence (OSINT), and Measurement and Signature Intelligence (MASINT/FISINT). Represent SOCNORTH on the Joint Collection Management Working Group (JCMWG) and Joint Collection Management Board (JCMB) to advocate for the Component Prioritized Collection List (CPCL) and secure asset allocation on the Joint Integrated Prioritized Collection List (JIPCL).

Requirements

  • Current Top Secret/Specialized Compartmented Information Security Clearance.
  • A bachelor’s degree and 7 years of experience or 10+ years of relevant work experience.
  • Experience should be as a Collection Requirements Manager or Collection Operations Manager supporting or in a joint role as a collection manager.
  • Graduate of DIA Collection Manager Basic Course (CMBC), Collection Requirements Management Course (CRMC), or equivalent course.
  • A minimum of three years of experience in operations coordination roles of responsibility within an O-5 or above tactical, operational, or strategic-level command or while supporting a DoD contract of similar size and scope.
  • Working knowledge of the tools, methods, and concepts of portals and other real-time or near-real-time knowledge and collection management systems.
  • Good communication skills, both verbal and written.
  • Strong attention to detail.

  • Experience supporting Joint SOF organizations.
  • Must work independently with limited government oversight and function effectively as part of a team in a joint working environment.
  • Experience supporting USASOC or Joint SOF organizations in a deployed environment.

Responsibilities

  • Integrate disparate information from various intelligence disciplines, including Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), and Human Intelligence (HUMINT).
  • Optimize the use of available intelligence, surveillance, and reconnaissance (ISR) resources to avoid duplication and address intelligence gaps.
  • Serve as embedded Intelligence Collection Operations Manager and as a technical collection SME.
  • Provide support for dataflow management requests and support teams.
  • Serve as subject matter expert on internal and external requirements policies, processes, and procedures.
  • Manage the intelligence information derived from ISR assets, direct federated joint PED architectures, and provide input to SOCNORTH’s intelligence cycle to maximize effectiveness.
  • Monitor real-time mission execution, direct dynamic sensor re-tasking to support time-sensitive target synchronization and maintain operational visualization within the Common Operational Picture (COP).
  • Establish Measures of Performance (MoPs) and Measures of Effectiveness (MoEs) to assess collection strategy success, refine collection plans, and coordinate directly with the Collection Requirements Manager (CRM) to address unsatisfied requirements.
  • Disseminate multi-source intelligence information, including classified and unclassified, within SOCNORTH’s assigned/defined geographical or functional area of responsibility.
  • Provide collection management support to up to 10 joint exercises and contingency operations annually that are approximately four days in duration each.
  • Serve as subject matter expert on internal and external requirements policies, processes, and procedures.
  • Work with the appropriate colleagues to refine requirements for mission management tools designed to enhance and improve work center processes.
  • Attend meetings and provide clarity for proposed system improvements.
  • Implement efficient data management processes, ensuring data quality and integrity, and facilitating seamless retrieval and analysis of information.
  • Provides consistent real-time updates of collection and planned collection through existing databases.
