About The Position

THIS WORK MATTERS! The Clinical Services Specialist increases equitable access to quality of life supports and resources for individuals with intellectual and developmental disabilities by facilitating determinations and redeterminations. These entryway services emphasize awareness, access, choice, and community inclusion for individuals seeking case management services. The services provided by the Clinical Services Specialist are self-directed, community and family inclusive, culturally and linguistically responsive, and support clients to make informed decisions based on their goals.

Requirements

• Master Degree in behavioral science, social science, psychology, social work, or a closely related field
• Two (2) years of human services related experience such as work assisting people and groups with economic disadvantages, employment, abuse and neglect, substance abuse, aging disabilities, prevention of health, cultural competencies, or housing services.
• Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
• Must pass a background check

Responsibilities

• Provide direct assessment of individuals being referred to the I/DD program impacted by physical, developmental, neurological and mental health conditions.
• Conduct interview of applicants, review of statewide requests for eligibility, determination, clinical record review and consultation with licensed professionals (psychologists, social workers, medical doctors).
• Complete comprehensive record review of all developmental, educational, mental health and medical records.
• Document record review and provide clinical rationale for how an individual meets DSM5 diagnostic and ORA criteria for qualifying neurodevelopmental disorders.
• Document comorbid conditions and clinical impressions about their impact upon functioning.
• Assist and consult with care team, family members, mental health providers, law enforcement, adult protective services and community partners in navigating complex service systems such as mental health, medical, and legal, facilitate education on complex medical and psychological terminology and reports.
• Provide eligibility peer support to other CDDR Clinical Service Specialists.
• Provide critical case review consultation and support to community partners including CDDP case managers, Brokerage PA’s and other connected systems including child welfare, Oregon Authority, behavioral health, school, medical and psychiatric facilities, law enforcement, detention centers, pediatric specialists, children’s wrap around programs and Department of Corrections.
• Responsible for clinical oversight of applicant’s eligibility determination or redetermination in adherence with OAR eligibility determination timelines.
• Maintain documentation related to eligibility determinations.
• Document progress notes of the intake process in accordance with the OAR’s.
• Prepare data and submit reports upon request.
• Participate in a basic training sequence as outlined in the Oregon Administrative Rules.
• Participate in a minimum of 20 hours per year of Department sponsored training or other training in the areas of intellectual or developmental disabilities.
• Complete continuing education units for individual licensure.
