About The Position

The Instrumentation Supervisor is responsible for overseeing the daily operations of the Instrumentation Division, including the installation, testing, maintenance, and repair of instrumentation, process control, and SCADA systems and equipment. This position supervises technical staff and contractors, coordinates maintenance and repair activities, and responds to emergency system issues by identifying problems and helping develop effective solutions. The Instrumentation Supervisor also manages work schedules, preventive maintenance programs, work orders, equipment and parts purchases, and related budgets and records. The position provides technical support and training to employees, ensures that work is completed safely and correctly, and helps maintain reliable communication and control systems for the Utility Services Department. The Instrumentation Supervisor works independently on assigned responsibilities while collaborating with department staff, contractors, and other stakeholders to support the department's operational needs. Performs related work as required.

Requirements

• Knowledge of: Telemetry and process control systems, concepts, and utilization, as well as project management concepts and techniques
• Understanding of water and wastewater treatment processes
• Design, installation, repair, and maintenance of instrumentation and SCADA networking systems; NEC/UL/ISA/NFPA standards and local codes and ordinances
• Data communication protocols, access methods, and architecture; computer hardware, internal components, peripheral devices, network systems, diagnostic tools, and methods
• Electronic instrumentation, systems, and components
• Skilled in: Follow oral and written instructions
• Supervising and coordinating daily operations of instrumentation personnel, including assigning work, setting priorities, and ensuring timely completion of maintenance and repair tasks
• Troubleshooting complex instrumentation and communication system issues using diagnostic tools and software to identify root causes and implement effective solutions
• Managing contractor activities, including reviewing work for compliance with specifications, safety standards, and project requirements
• Preparing technical specifications, cost estimates, and procurement documents for instrumentation, control systems, and network equipment
• Developing and maintaining preventive maintenance programs and work order systems to improve equipment reliability and operational efficiency
• Training staff on instrumentation maintenance and safety procedures to enhance team performance and technical capability
• Budget preparation, inventory control, and resource allocation to support operational and capital improvement projects
• Ability to: Follow oral and written instructions
• Establish and maintain effective working relationships with associates, superiors and other departments
• Demonstrate manual dexterity in support of the scope of work
• Any combination of education and experience equivalent to an associate's degree with a major course in electronics, or electrical engineering, or related field AND 10 years of experience in electrical/electronic systems, OT SCADA Networks and control systems
• Experience in the supervision of technicians in an industrial environment.
• Valid State of Florida Class E Driver’s license.

• Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree.

Responsibilities

• Oversees day to day functions of the Instrumentation Division
• Oversees installation, testing and maintenance of instrumentation and SCADA network equipment
• Oversees contractors performing maintenance related tasks for the department
• Coordinates repairs of equipment; obtains cost estimates and coordinates procurement
• Order parts, materials, tools and equipment to accomplish tasks and projects
• Preparing specifications for the selection and purchase of hardware solutions
• Responding to emergency calls relating to system malfunctions, perform diagnosis and problem resolution
• Installs, maintains and troubleshoots network communications hardware
• Provides training and technical support for Department employees.
• Develops priorities and work schedule; prepares and implements preventive maintenance schedules and work orders
• Reviews and closes out work orders; maintains records; reviews general ledger account balances; prepares operational budgets
• Determines instrumentation and SCADA needs; maintains spare parts inventory
• Evaluates employee performance
• Uses computerized work order system; writes technical reports in electronic and written format
• Disseminates documentation and procedures to network users
• Inspects the quality of work in progress and conducts appropriate tests upon completion
• Installs microcomputer hardware
• Makes reports, takes photographs and maintains records regarding inspections
• Trains workers in the maintenance, inspection and repair of instruments
