About The Position

City Light & Power, Inc. (CLP) is seeking an Installation Manager for its Aberdeen Proving Ground location. CLP is a private Utility Development Leader supporting federal government, military institutions, municipalities, and major utilities across the United States with electrical transmission and distribution systems, as well as outdoor lighting. The Installation Manager will oversee the transmission, substation, and distribution delivery functions, including engineering, operations, planning, field service crews, and substation/testing crews. This role is responsible for all aspects of the installation's projects and their success, acting as the primary representative of CLP at the client site.

Requirements

  • Bachelor’s degree in construction management, engineering, or related field required.
  • Seven to ten (7-10) years of experience in the utility industry with knowledge of electric distribution, transmission and substation projects is required.
  • Experience in program/project management with an understanding of blueprints, specifications, proposals, and other documentation to prepare time/cost/labor estimates for projects and services.
  • Ability to understand construction schedules in Microsoft Project.
  • Excellent analytical, organizational, verbal, written, and communication skills.
  • Must be a team player and be able to work with various partners from start to finish.
  • Must be a U.S. citizen.
  • Will be required to obtain Military Base Security Clearance.
  • A valid driver’s license is required, and meets the CLP Fleet Policy.

Nice To Haves

  • Prior military service with installation management/construction engineering experience is a plus.
  • Experience with CLP may be substituted for any of the required qualifications.

Responsibilities

  • Represent CLP as the Sr. Manager at the installation site and is responsible for all aspects of the utility privatization contract.
  • Communicate with owners, architects, and subcontractors to chart out program objectives and plans.
  • Ensure the Base Commander receives the highest level of service.
  • Create site teams, develop objectives/goals, and assign individual responsibilities.
  • Perform as the Point of Contact for Union IBEW Workers.
  • Understand project accounting functions including managing the budget, tracking expenses and minimizing exposure and risk.
  • Maintain strict adherence to the budgetary guidelines, quality, and safety standards.
  • Develop an understanding of the customer’s culture, key people and processes and promote excellent relations.
  • Submit Request for Information (RFI) to customer.
  • Understand and monitor program of work to ensure estimates are completed prior to deadlines.
  • Participate in estimate review process with internal and external stakeholders.
  • Follow up at project end to close any loops in the estimating process.
  • Approve procurement of materials, tools, and equipment for CLP at the site.
  • Prepare annual revision to 5-Year Capital Improvement/Repair & Replacement Plan and present it to the customer.
  • Hold weekly meetings with the General/Crew Foreman to review projects.
  • Attend all meetings with customer officials.
  • Review maintenance activities weekly.
  • Resolve QA/QC issues.
  • Review and approve look-ahead documents and weekly/monthly progress reports.
