About The Position

The Installation Energy Execution and Policy Manager provides technical, programmatic, and policy execution support to the Office of the Deputy Assistant Secretary of the Navy for Energy (DASN(E)). This role focuses on advancing installation energy resilience, overseeing execution of statutory energy programs, and supporting policy development aligned with Title 10 authorities. The Manager integrates program execution with mission assurance objectives by coordinating energy initiatives such as ERCIP, ESPCs, and energy resilience readiness exercises, while supporting reporting, leadership engagement, and cross-functional coordination to ensure energy systems sustain warfighter readiness under contested conditions.

Requirements

  • Bachelor’s degree in engineering, energy systems, public policy, business, or related field
  • ~10 years of experience in energy program management, policy, or infrastructure
  • Knowledge of federal energy programs, resilience planning, and DoW energy initiatives
  • Experience with ESPCs, UESCs, or similar financing mechanisms
  • Strong analytical, data management, and briefing development skills
  • Experience supporting senior leadership and high-level taskers
  • Ability to obtain and maintain a Secret clearance

Nice To Haves

  • Experience supporting DoW or Navy energy programs
  • Familiarity with IEWPs, ERCIP, and installation resilience planning
  • Knowledge of microgrids, distributed energy resources, and grid security
  • Experience with Congressional reporting or Secretariat-level processes
  • Master’s degree in energy systems, engineering, public policy, or business
  • CEM, PMP or similar certification

Responsibilities

  • Support execution of installation energy programs (e.g., ERCIP, ESPC, UESC, microgrids, resilience upgrades)
  • Provide technical and policy analysis aligned with Title 10 U.S.C. §§ 2911–2928
  • Track and analyze program performance, cost savings, and reinvestment initiatives
  • Support development of Installation Energy and Water Plans (IEWPs) and resilience strategies
  • Prepare reports, briefings, and Congressional/Secretariat deliverables (e.g., AEPRR inputs)
  • Coordinate Black Start Exercises and energy resilience readiness activities
  • Develop executive-level communications, briefings, and decision-support materials
  • Facilitate stakeholder coordination across Navy, Marine Corps, DoW, and industry partners
  • Maintain dashboards and data analytics tools supporting energy program tracking
