About The Position

The purpose of this position is to perform periodic inspections of public and private construction for the city to ensure accurate and timely installation. This is accomplished by ensuring all specifications and requirements have been met; reviewing plans and specifications; and coordinating activities between the contractor, other City departments, and other agencies. Other duties include serving as the primary point of contact between the city, the contractor, citizens, and other agencies; maintaining daily reports; and interacting with other City employees and citizens.

Requirements

  • High school diploma or GED required.
  • Work requires the knowledge necessary to understand basic operational, technical, or office processes.
  • Minimum of three years in a related field.
  • Valid Driver's License required.
  • CDL required.

  • ACI Concrete Field-Testing Technician Grade I, preferred
  • TCEQ Class D Water Certification or Wastewater Collection I.
  • Ability to obtain OSHA 10 Hour Training Certificate within first year of employment.
  • Qualified Compliance Inspector of Stormwater (QCIS) & Qualified Preparer of Stormwater Pollution Prevention Plans (QPSWPPP) or Certified Erosion Sediment Stormwater Inspector (CESSWI) or the ability to obtain certification within 1 year is required.
  • TCEQ Water Distribution Class C or Wastewater Collections Class II
  • OSHA 10, TCEQ Water Distribution Class D or Wastewater Collections Class I

Responsibilities

  • Inspects workmanship, materials, and construction of private development and public works infrastructure including excavation, paving, roadways, bridges, drainage, water, sewer, and utility work to ensure compliance with all plans and specifications, and no damage to adjacent properties has occurred.
  • Assures that specifications for public infrastructure and material testing requirements are met; and obtain necessary sampling for verification of quality control in accordance with Municipal and State regulatory organisms; monitors traffic control devices, stabilization of disturbed areas, and Trench Safety Systems; enforce regulations of Confined Space Entry and Rescue.
  • Performs plan review and record keeping by reviewing plans and specifications with the Supervisor; attending pre-bid and pre-construction meetings; obtaining quantities and estimates for assigned projects; reviews testing reports from field obtained samples for accuracy and to ensures conformation with existing codes, standards, and specifications and in accordance with regulatory bodies; and maintaining documentation of work performed on the job and other events related to the projects.
  • Coordinates activities between the project engineers, supervisor, contractor, superintendent, developer, franchise utilities representatives, other City departments, and other agencies by ensuring proper communication; scheduling events between each entity; and serving as a primary source of contact between the City and the contractor, citizens, and other agencies in order to answer questions and/or resolve issues that may arise.
  • Provide information in response to public inquiry, which includes investigating requests and complaints.
  • All other duties as assigned by a supervisor/manager within your department/division.
  • Regular and consistent attendance and punctuality for the assigned work hours is essential.
  • Assures that specifications for street and utilities material testing requirements are met; and obtain water samples for quality in accordance with the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA) requirements; monitors traffic control devices, Storm Water Pollution Prevention Plans (SWPPP), and Trench Safety Systems; enforce regulations of Confined Space Entry and Rescue.
  • Reviews lab reports, water, and core samples for accuracy and to ensures conformation with existing codes, standards and specifications and in accordance with TCEQ and the EPA requirements; and maintaining daily reports of work performed on the job and other events related to the projects.
  • Reviews construction sites for compliance with OSHA standards to assure worker and public safety with application of Trench Safety Systems.
  • Verify that personal on site is wearing appropriate PPE.
  • Investigate concerns generated by either citizens or by City Departments as needed.
  • Follow up with inspections with Franchise Utilities for work related to relocation of utilities involved on capital improvement projects.
  • Conduct inspections for the undergrounding of utilities by using city contractor for aerial crossings, intersections, and city facilities.
  • Investigate, inspect, and audit land development, commercial development, multi-family, single family, and Capital Improvement Projects (CIP) construction sites in accordance with the TCEQ Construction General Permit, the City of Grand Prairie Ordinances and Unified Development Codes; respond to complaints from citizens; review Stormwater Pollution Prevention Plans (SWP3) and erosion control plans; identify areas of noncompliance for appropriate enforcement actions; follow up on Notice of Violations (NOVs), action items from inspections/audits, and citizen complaints; perform detention/retention pond inspections and community outreach activities; assist with the maintenance of the rain/stream gauge equipment.
  • Completes administrative duties by researching sources for property owners; notifying property owners, job site superintendents of violations; assisting other departments and co-workers with information and inspections.
  • Performs plan reviews, SWP3 reviews, and onsite inspections of stormwater best management practices (BMPs).
  • Identifies plan and project site deficiencies, as well as corrective actions needed.
  • Works with the property owner, developer, contractor, and other City staff to obtain compliance with EPA/TCEQ regulations.
  • Works with multiple departments to support Stormwater and Erosion concerns.
  • Conduct investigations related to drainage complaints.
  • Perform routine inspections for construction, inspection and/or repair of underground utility projects located in public ROW that impact the public works utilities and related infrastructure.
  • Conducts inspections in an assigned public works construction projects to determine compliance with safety, structural, zoning, plans, and/or applicable codes and ordinances; investigates alleged violations of federal, state, and local codes, ordinances, and regulations; ensures corrections are made for deficiencies and assists in determining methods to achieve conformance.
  • Coordinate water utility activities with Capital Improvement Program (CIP) inspections during projects and to evaluate completion of new installations; operate valves as needed to support contractor installations; prepare accurate data and reports of inspections.
  • Work with Geographic Information Systems (GIS) staff to update water and sanitary sewer maps after work is completed; verify data.
  • Ensure the safety of assigned crew, which includes erecting appropriate work barricades, shoring, confined space entry equipment, hydro-excavating and attending safety classes for first aid, defensive driving, and CPR.
  • Prepare reports regarding project status and/or employee performance.
