About The Position

This position involves inspecting sewer service lines and construction projects to ensure compliance with utility specifications and plans. The role requires evaluating existing service lines for replacement programs, inspecting new and existing interceptor structures, and maintaining detailed records. The Inspector will interact directly with plumbers, contractors, and the public, utilizing GIS and CMMS software. The role is safety sensitive and requires wearing a uniform.

Requirements

  • Required high school graduate or equivalent.
  • Ability to obtain State of Arkansas Plumbing Inspector License (within 2 years).
  • A minimum of 5 years' experience working for a utility or in a utility construction-related field is required.
  • Ability to read maps and construction plans.
  • Ability to maintain accurate records.
  • Ability to document programs and procedures.
  • Ability to communicate orally and in writing.
  • Ability to prepare clear, concise reports.
  • Ability to extract information from records (written and computerized).
  • Knowledge of computers using Windows-based word processing software, CMMS program, spreadsheet and database applications (within 6 months.)
  • Knowledge of ArcView (within 6 months).
  • Ability to interpret and explain policies and procedures.
  • Ability to deal tactfully with customers.
  • Ability to plan and schedule work.
  • Ability to work independently.
  • Ability to inspect construction work to determine compliance with LRWRA specifications.
  • Ability to work with various appurtenances associated with wastewater collection and treatment systems.
  • Ability to work in weather and terrain extremes.
  • Ability to calculate grades and determine elevations of new and existing sewer mains.
  • Ability to enter small spaces, wear a harness, and/or be exposed to heights.
  • Ability to manipulate manhole covers to conduct inspection/investigations.
  • Ability to obtain and maintain valid Arkansas driver's license.

Nice To Haves

  • Additional education preferred.
  • Some sewer construction crew leader experience is preferred.

Responsibilities

  • Conducts daily inspections of completed new and replaced service lines.
  • Conducts daily inspections for SSLRP Eligibility.
  • Checks to assure plumbers are following utility Standard Specifications.
  • Establishes and maintains effective working relationships with utility employees, contractors, plumbers and the general public.
  • Reports problems or conflicts with Service Lines to supervisor.
  • Coordinates work involving the service lines with utility personnel.
  • Utilizes ArcView to locate all existing mains and service line work to assure sewer service is maintained to all existing customers.
  • Maintains records of service line inspections.
  • Conducts various inspections as directed including diversion meters, interceptor & other control devices, and collection system investigations.
  • Conducts daily inspections of construction project site(s).
  • Conducts or coordinates tasks that the contract documents and specifications may require LRWRA to perform.
  • Ensures contractor follows all plan grades and alignments.
  • Assures compliance by contractor with all contract documents and specifications.
  • Monitors construction site to assure existing utilities are not damaged during construction and if damaged, ensures repairs are proper and in a timely manner.
  • Reports any problems or conflicts to Supervisor.
  • Recommends acceptance or rejection of work performed, change orders, etc. requested by the contractor.
  • Coordinates all work involving the project with LRWRA personnel and city and state agencies.
  • Maintains daily record of construction project through notes and photographs which includes documenting materials, pay items, visitors, and daily progress.
  • Assists with organizing project files by uploading important documents into the LRWRA project drive or on SharePoint.
  • Maintains current "as-built" drawings on site of the project as it progresses including locations of all services.
  • Prepares/reviews monthly pay estimates to be submitted to Supervisor.
  • Prepares all necessary work orders required for the project.
  • Notifies Supervisor of any construction work to be done within public rights-of-way.
  • Prepares and submits CLR Street Cut Permits as required.
  • Utilizes ArcView to locate all existing mains, and coordinates construction work to assure sewer service is maintained to all existing customers.
  • Conducts air, vacuum, and hydrostatic testing as required by contract documents.
  • Initiates and reviews all television work orders required by contract documents.
  • Initiates all work orders required by LRW personnel.
  • Attends public meetings as required.
  • Attends periodic progress meetings.
  • Performs specialized and other essential duties as assigned.
  • Follows established work procedures and practices.
  • Follows safety practices and guidelines at all times.
  • Understands that this position often represents the "face" of the utility and acts accordingly on the job.
  • Undertakes any reasonable request within capabilities that is for the good of the community and the utility.
  • Perform any other related duties as required or assigned.
